Abstract

V diplomski nalogi smo se osredotočili na relativno mlad način izvajanja policijske dejavnosti – policijsko delo v skupnosti. Ta koncept temelji na medsebojnem sodelovanju med prebivalci lokalne skupnosti in policijo, ter skupnem reševanju problemov. V uvodu smo z deskriptivno metodo opredelili pojem policijskega dela v skupnosti, opisali vodjo policijskega okoliša ter katere naloge izvaja ter kje. V nadaljevanju smo razložili razvoj policijskega dela v skupnosti v Sloveniji ter njen razvoj po osamosvojitvi. Nato smo v zadnjem delu predstavili aktivnosti preventivnih dejavnosti na PU Celje, ter intervju z inšpektorjem Sektorja uniformirane policije, Boštjanom Kavcem. V diplomskem delu smo prav tako predstavili projekte, katere izvaja PU Celje (državne in lastne), ter ugotovili, da je preventivni način policijskega dela veliko bolj učinkovitejši kot represivni. Spoznali smo, da je vodja policijskega okoliša primoran, zaradi pomanjkanja kadra, opravljati tudi represivne naloge, in ne samo preventivnih. V zaključku raziskav smo ugotovili, da je policijsko delo v skupnosti na območju PU Celje uspešno, saj glede na pretekla leta stopnja odklonskih ravnanj (prekrškov, kaznivih dejanj) upada. Zato lahko trdimo, da se policijsko delo v skupnosti še ni razvilo v celoti, ter smo šele na začetku tega načina izvajanja policijske dejavnosti. Prihodnost policijskega dela v skupnosti je v veliki meri odvisna od določenih posameznikov, kateri samo s pravilnim pristopom ter željo lahko dosežejo zadane cilje.

Secondary title:	The meaning of police work in the community: analysis of activities on PD Celje
Secondary abstract:	In the diploma thesis, we focused on a relatively new way of performing police activities - police work in the community. The concept is based on mutual cooperation between residents of the local community and the police, and joint problem solving. In the introduction, we used the descriptive method to define the concept of police work in the community, describe the head of the police environment and what tasks they perform and where. In the following, we explained the development of police work in the community in Slovenia and its development after independence. Then, in the last part, we presented the preventive activities at PD Celje and an interview with the Inspector of the Uniformed Police Department, Kavc Boštjan. In the diploma thesis, we also presented the projects implemented by PD Celje (state-funded and those initiated by the police department itself), and concluded that the preventive method of police work is much more effective than the repressive method. We realized that the head of the police district is forced, due to the lack of personnel, to perform repressive tasks as well, and not only preventive ones. At the end of the research, we found that the police work in the communities in the area of the PD Celje is successful, because compared to the past year, the rate of deviant behavior (misdemeanors, crimes) is decreasing. Therefore, we can confirm that community policing has not yet fully developed, and we are only at the beginning of this way of carrying out policing activities. In summary, the success of community policing is contingent on the dedication and approach of individuals within law enforcement agencies, as well as the cooperation and engagement of the community. When both police officers and community members work together with the right mindset and strategies, community policing can lead to safer and more harmonious neighborhoods.
