Abstract

Organizacijam javnega sektorja predstavlja izziv izbor kazalnikov za merjenje uspešnosti in učinkovitosti. Ob izboru kazalnikov za merjenje uspešnosti in učinkovitosti dobijo organizacije nepopolne rezultate o poslovanju, zaradi česar so možnosti za izboljšave manjše. Namen diplomskega dela je na podlagi rezultatov ugotoviti, koliko so upravne enote učinkovite in uspešne ter predlagati upravnim enotam priložnosti za izboljšave. Cilj je analizirati učinkovitost in uspešnost izbranih upravnih enot v dveh časovnih obdobjih. V teoretičnem delu je uporabljena deskriptivna metoda, kjer so na podlagi člankov, knjig in zakonskih predpisov opredeljeni pojmi: javni sektor, javna uprava, državna uprava in upravne enote. Poleg tega je s pomočjo deskriptivne metode opredeljen pomen učinkovitosti in uspešnosti. V empiričnem delu sta uporabljena analitična in primerjalna metoda raziskovanja, kjer je ključna analiza učinkovitosti in uspešnosti upravnih enot. Analiza je izvedena v dveh časovnih obdobjih, in v časovnem obdobju 2010–2015 in 2015–2019. Ugotovljeno je bilo, da so bile v prvem časovnem obdobju manjše UE učinkovitejše in da imajo večji delež rešenih upravnih zadev, medtem ko sta imeli v drugem UE LJ in MB večji delež rešenih upravnih zadev ter sta bili bolj učinkoviti. Poleg tega je bilo ugotovljeno, da velikost UE vpliva na stroškovno učinkovitost, saj so večje UE razdeljene na več področij, posledično pa so stroški manjši. Največje izboljšave se pojavljajo pri določitvi ciljev glede reševanja upravnih zadev, pisarniških stroškov ter anketiranja glede zadovoljstva strank s storitvami in zadovoljstva zaposlenih. Ta odstopanja se lahko odpravijo z določitvijo ukrepov ter sprotno analizo uspešnosti in učinkovitosti znotraj organizacij.

Secondary abstract: A challenge for public sector organizations is the selection of indicators to measure effectiveness and efficiency. When choosing indicators to measure effectiveness and efficiency, organizations get incomplete results about their operations, which means that there are fewer opportunities for improvement. The purpose of the thesis is to determine, based on the results, how efficient and effective the administrative units are and to propose opportunities for improvements. The goal is to analyze the efficiency and effectiveness of the selected administrative units in two time periods. In the theoretical part, a descriptive method is used, where the terms: public sector, public administration, state administration, and administrative units are defined based on articles, books and legal regulations. In addition, the meaning of efficiency and effectiveness is defined with the help of a descriptive method. Analytical and comparative research methods are used in the empirical work, where the key is the analysis of the efficiency and effectiveness of administrative units. The analysis is carried out in two time periods, namely the first 2010-2015 and the second 2015-2019. It was established that in the first time period, smaller administrative units were more efficient and had a higher proportion of resolved administrative cases, while in the second period, the administrative units LJ and MB had a higher proportion of resolved administrative cases and were more efficient. In addition, it was found that the size of the administrative units affects the cost efficiency, since larger administrative units are divided into more areas, and consequently the costs are lower. The biggest improvements occur when setting goals for solving administrative matters, office expenses, and surveying customer satisfaction with services and employee satisfaction. These deviations can be eliminated by determining measures and ongoing analysis of performance and effectiveness within organizations.
