Abstract

Diplomska naloga obravnava problematiko požarov v oskrbovanih stanovanjih s poudarkom na specifikah požarnovarnostnih zahtev pri načrtovanju, projektiranju in gradnji. Staranje prebivalstva in povečanje števila domov za ostarele in oskrbovanih stanovanj sta privedla do večjega poudarka na zagotavljanju varnega bivanja za starejše, zato je cilj predstaviti požarnovarnostne ukrepe in nekatere zahteve primerjati s tujimi smernicami v ZDA, ZK in na Irskem. Pri načrtovanju požarne varnosti je bistvenega pomena predvideti požarna tveganja, vzroke zanje ter njihov vpliv na nastanek požarov, na podlagi tehničnih smernic in standardov pa zagotoviti požarno varnost oskrbovancev. Načrtovanje in projektiranje vključuje ustrezne namestitve aktivne in pasivne požarne zaščite, opis organizacijskih ukrepov ter zagotavljanje pogojev za varno izvedbo evakuacije gibalno oviranih oseb. Glede na opis požarnovarnostnih zahtev smo ugotovili, da ima Slovenija dobro vzpostavljen sistem požarne varnosti, vendar je še prostor za izboljšave. Kot predlog izboljšave, bi se dalo izpostaviti namestitev sistemov za odkrivanje in javljanje požara, ki bi bila obvezna v vsaki bivalni enoti.

Secondary title: Fire safety requirements for the construction planning of residential care homes
Secondary abstract: The thesis deals with the issue of fires in residential care homes with an emphasis on specific fire safety requirements in planning and construction. The aging of the population and the increase in the number of nursing homes and residential care homes have led to a greater emphasis on ensuring safer living for the elderly, so the aim is to present the fire safety requirements and compare some of them with foreign guidelines in United States and United Kingdom. When planning fire safety, it is essential to anticipate fire risks, their causes and their impact on the occurrence of fires, thus ensuring adequate fire safety for residents on the basis of technical guidelines and standards. The planning and design includes appropriate installation of active and passive fire protection, description of measures to reduce those risks and ensure optimal conditions for the evacuation of disabled persons. Based on the description of the requirements, we found that Slovenia has a well-established fire safety system, but there is still room for improvement. As a proposal for improvement, mandatory installation of devices for fire detection and alarm systems in every residential unit could be emphasized.
