Abstract

Financiranje nevladnih organizacij prinaša koristi občini v najširšem smislu te besede, saj se na ta način na lokalni ravni zagotavljajo tako imenovane skupnostne storitve. Gre za storitve, ki jih poleg nevladnih organizacij izvajajo tudi javni zavodi, javna podjetja itd. Financiranje nevladnih organizacij zagotavlja storitve, ki so v korist občini oz. njenim občanom in občankam ter s tem uresničuje politiko in vizijo občine. V diplomskem delu je naslovljena tematika financiranja nevladnih organizacij, pri čemer so v teoretičnem delu predstavljene nevladne organizacije in njihova povezanost z občino, njihove glavne značilnosti, statusne oblike, v katerih poslujejo, obdavčitev itd., zlasti pa je poudarek na virih njihovega financiranja, saj je to ključnega pomena za delovanje nevladnih organizacij. V empiričnem oz. raziskovalnem delu diplomskega dela pa je bila želja ugotoviti, koliko sredstev je bilo iz proračuna Občine Dobrova Polhov Gradec v letih 2017−2021 namenjenih nevladnim organizacijam po različnih področjih delovanja in katere vsebine oz. projekti so bili najbolj zastopani. V diplomskem delu so uporabljene metode deskripcije, deduktivna metoda in metoda analize pridobljenih podatkov. Na podlagi enostavne statistične analize so bili v raziskovalnem delu analizirani finančni podatki omenjene občine s ciljem ugotoviti, katera področja delovanja nevladnih organizacij so bila najbolj financirana oz. so pridobila najvišja sredstva. Na podlagi analize javnih razpisov pa je bilo ugotovljeno, kateri projekti/vsebine so bili najbolj zastopani oz. financirani v občini Dobrova Polhov Gradec. Rezultati so pokazali, da je v vseh opazovanih letih največ občinskih sredstev namenjenih gasilstvu oz. gasilski zvezi, za njo pa je bilo največ sredstev namenjenih področju športa in kulture.

Secondary abstract: Funding of nongovernmental organizations (NGOs) brings benefits to the municipality in the broadest sense of the word, as it ensures the provision of community services at the local level. These are services that, in addition to NGOs, are also provided by public institutions, public enterprises, etc. Financing NGOs provides services that benefit the municipality or its residents, thereby implementing the municipality's policies and vision. The thesis addresses the topic of financing NGOs, presenting NGOs and their connection to the municipality, their main characteristics, legal forms of operation, taxation, etc., in the theoretical part. It particularly focuses on their sources of funding, as these are crucial for the functioning of NGOs. In the empirical or research part of the thesis, the aim was to determine how much funding from the municipal budget of the municipality of Dobrova Polhov Gradec was allocated to NGOs in the years 20172021 for various areas of activity, and which topics or projects were most represented. The thesis uses descriptive methods, deductive methods, and the method of analyzing acquired data. Based on a simple statistical analysis, financial data from the mentioned municipality were analyzed in the research part to determine which areas of NGO activity were most funded or received the highest funds. Analysis of public tenders revealed which projects/topics were most represented or funded in the municipality of Dobrova Polhov Gradec. The results showed that in all observed years, the most municipal funds were allocated to firefighting or the fire brigade, followed by the sports and cultural sectors.
