Abstract

Magistrsko delo obravnava aktualno problematiko o prilagajanju bank na posamezne gospodarske cikle. Zajema obdobje od velike globalne krize, ki je nastala leta 2008, pa do julija 2023. Raziskava temelji na pregledu in analizi tuje in domače literature, pridobljene na svetovnem spletu. Najprej so opisani pojmi potrebni za boljše razumevanje izrazov, kot so makrobonitetna politika, monetarna politika in gospodarski cikli, ki so se vrstili v zajetem obdobju. Na podlagi dobljenih podatkov je bila opravljena analiza o prilagajanju regulativnih ukrepov na ekonomske cikle. Ti so bili razdeljeni na tri obdobja, in sicer čas globalne krize od 2008 do 2013, čas okrevanja od 2014 do 2019 ter krizo, ki je nastala kot posledica pandemije covida-19 in rusko-ukrajinskega spora. Globalna finančna kriza v začetku 21. stoletja je pokazala številne pomanjkljivosti pri nadzoru in upravljanju s sistemskimi tveganji. Makrobonitetna politika ni delovala, zato se z njo še vedno ukvarjajo ekonomisti in bančniki. Zadnje poglavje vsebuje ugotovitve, skladne s tremi postavljenimi hipotezami, ki so bile potrjene. Ugotovljeno je bilo, da je makrobonitetna politika pomembna dopolnitev monetarne politike, saj le skupno sodelovanje lahko močno okrepi stabilnost ključnih makroekonomskih spremenljivk. Pri tem so pomembni številni makrobonitetni instrumenti za ublažitev tveganj, ki bi lahko ogrozili likvidnost bank. Poleg tega se mora centralna banka ves čas prilagajati trenutnim razmeram gospodarskih ciklov, saj ima vsak svoje značilnosti in potrebe.

Secondary title: Macroprudential instruments and adjusting bank regulations to economic cycles
Secondary abstract: The master's thesis deals with the current issue of adapting banks to individual economic cycles. It covers the period from the great global crisis that occurred in 2008 to July 2023. The research is based on the review and analysis of literature by foreign and domestic authors obtained on the Internet. First of all, the concepts described are necessary for a better understanding of terms such as macroprudential policy, monetary policy and economic cycles that followed during the covered period. On the basis of the obtained data, an analysis was performed on the application of regulatory measures to economic cycles. These were divided into three periods, namely the time of the global crisis from 2008 to 2013, the time of recovery from 2014 to 2019 and the crisis that arose as a result of the Covid-19 pandemic and the Russian-Ukrainian conflict. The global financial crisis at the beginning of the 21st century revealed many shortcomings in the control and management of systemic risks. Macroprudential policy did not work, which is why economists and bankers are still dealing with it. The last chapter contains findings consistent with the three established hypotheses, which were confirmed. It was established that macroprudential policy is an important complement to monetary policy, as only joint cooperation can greatly strengthen the stability of key macroeconomic variables. Here, a number of macroprudential instruments are important for mitigating risks that could threaten banks' liquidity. In addition, the central bank must constantly adapt to the current conditions of the economic cycle, as each has its own characteristics and needs.
