Analiza orodij za spremljanje prehoda v krožno gospodarstvo

Abstract

Princip krožnega gospodarstva v današnji družbi postaja ključnega pomena, saj stremi k zmanjšani rabi omejenih materialnih in energijskih virov. Za spremljanje napredka je ključno ustrezno vrednotenje, ki pa trenutno še ni poenoteno, obstaja namreč več sistemov, ki uokvirjajo krožno gospodarstvo in podajajo različne metodologije za vrednotenje. V magistrski nalogi smo raziskali različne sisteme in metodologije ter identificirali orodja, s katerimi je mogoče vrednotiti krožnost na različnih nivojih. Najprej smo se osredotočili na identifikacijo in strukturiranje kazalnikov, ki jih različni sistemi zahtevajo. Nato smo na podlagi kriterijev izbrali osem različnih orodij, ki prehod v krožno gospodarstvo vrednotijo na različne načine, in naredili primerjalno analizo. Na tej podlagi je bila vzpostavljena relacija med njimi in izdelan »zemljevid kazalnikov«. Nadalje smo se osredotočili na izbrano orodje in s hipotetičnimi vstopnimi podatki izdelali občutljivostno analizo. Rezultati nakazujejo, da se krožno gospodarstvo spremlja na treh ravneh, in sicer na semi-globalni ravni, kjer evropski sistem predstavlja uraden okvir, medtem ko sistema OECD in Ellen McArthur podajata le priporočila. Na srednjem nivoju se države članice EU opirajo na evropski sistem, medtem ko za mikro raven obstaja širok nabor komercialnih orodij, ki vrednotijo krožnost. Na podlagi podrobne analize izbranega orodja ugotavljamo, da metodologija vrednotenja ni nujno prenosljiva med posameznimi nivoji in da zasledovanje visoke stopnje krožnosti na mikro ravni ne zagotavlja tudi visoke stopnje krožnosti v okviru formaliziranega okvirja v Evropski uniji.

Secondary abstract:	In today's society the principle of the circular economy is becoming crucial, as it strives to reduce the use of limited material and energy resources. Adequate evaluation is key to progress monitoring, but it is currently not unified, as there are several systems framing circular economy and providing different methodologies for its evaluation. In this master’s thesis, we investigated different systems and methodologies and we also identified tools that can be used to evaluate circularity at different levels. First, we focused on the identification and structuring of the indicators required by the various systems. Then, based on the criteria, we selected eight different tools that evaluated the transition to a circular economy in different ways and carried out comparative analysis. On this basis, a relationship between them was established and a "map of indicators" was created. Next, we focused on the selected tool and performed sensitivity analysis using hypothetical input data. The results show that the circular economy is monitored on three levels. First, on a semi-global level, where the European system represents the official framework, while the OECD and Ellen McArthur systems only provide recommendations. At the medium level, EU member states rely on the European system, while for the micro level, there is a wide range of commercial tools that evaluate the circularity. Based on a detailed analysis of the selected tool, we conclude that the evaluation methodology is not necessarily transferable between individual levels, and that the pursuit of a high degree of circularity at the micro level does not also guarantee a high degree of circularity within a formalized framework in the European Union.
