Abstract
V diplomskem delu je predstavljena primerjava med slovenskim in nizozemskim zaporskim sistemom. Zaključno delo se osredotoča na trenutne razmere v nizozemskem in slovenskem zaporskem sistemu, specifično na identifikacijo podobnosti in razlik. Pri izdelavi zaključnega dela sta bili uporabljeni deskriptivna metoda, s katero sta bila predstavljena slovenski in nizozemski zaporski sistem, ter primerjalna metoda, s katero smo primerjali relativne statistične podatke o zaporskih populacijah in strukturo zaporskega osebja, ter pristope k delu z obsojenci v nizozemskem in slovenskem zaporskem sistemu. V prvem delu zaključnega dela predstavljamo zgodovinski razvoj zaporskih sistemov na Nizozemskem in v Sloveniji. Zgodovinskemu pregledu sledi predstavitev relevantne zakonodaje, zasedenosti zaporov, ter analiza statističnih podatkov o zaporskih populacijah in zaporskih delavcih. Za slovenski in nizozemski zaporski sistem je značilna manjša kaznovalna usmeritev z osredotočenostjo na tretma obsojencev. V obeh zaporskih sistemih se rehabilitacija obsojencev izvaja v obliki terapij in delavnic z namenom reintegracije obsojencev nazaj v skupnost. Hkrati se oba zaporska sistema soočata s kadrovsko stisko. Obe državi tudi omogočata delo obsojencev, ki pa v Sloveniji ni obvezno. Slovenski zaporski sistem se sooča s prostorsko stisko, medtem ko na Nizozemskem te težave nimajo.

Comparison of prison systems in Slovenia and the Netherlands |

The thesis focuses on a comparison between prison systems in Slovenia and the Netherlands. Specifically, it focuses on the current situation in the above-mentioned prison systems and the identification of similarities and differences. A descriptive method was used to present both prison systems and a comparative method was used to compare relative statistics on prison populations, the structure of prison staff and approaches of working with prisoners in prison systems in Slovenia and the Netherlands. The first part of the thesis presents the historical development of prison systems in the Netherlands and Slovenia. The historical review is followed by a presentation of relevant legislation, prison occupancy and an analysis of statistics on prison populations and prison staff. Punitivity is absent in both prison systems, which focus on the treatment of prisoners. In both prison systems, rehabilitation of prisoners is conducted in the form of therapies and workshops with the aim of reintegrating prisoners back into the community. At the same time, both prison systems face staff shortages. Both countries also implemented work in prisons for prisoners, but it is not mandatory in Slovenia. The Slovenian prison system is faced with overcrowding, while the prison system in the Netherlands is not. |
