Abstract

ACTION PLAN for improved policy instrument »Regulation on Ljubljana Marsh Nature Park" was developed within the European Interreg Europe project "From biodiversity data to decisions" (BID-REX), which deals with the problem of biodiversity data use in decision-making processes. BID-REX aims to encourage the use of relevant information on biodiversity in order to more efficiently use the resources of the European Regional Development Fund (ERDF) to conserve the European natural heritage. The project includes 9 partners and 7 different policy instruments from six European countries: Spain, Great Britain, Italy, Belgium, Hungary and Slovenia. In Slovenia, testing instrument is the Regulation on Ljubljana Marsh Nature Park". The project is divided into two phases. During the preparatory phase, which lasted from April 2016 to the end of March 2019, partners developed action plans to improve selected policy instruments. A support for Action plan development was exchange of good practices between BID-REX partners and interregional learning process that was carried out during five thematic workshops each organized by one BID-REX partner. In the next phase, ending in March 2021, the implementation of Action plans will follow. In the pilot region the Ljubljana Marsh Nature Park, we identified that biodiversity data are scattered among various experts and organizations, and are often difficult to access for nature conservation purposes. The Institute of the Republic of Slovenia for Nature conservation, which is the central governmental organization for nature conservation, has access to limited amount of data that relate exclusively to Natura 2000 species and habitats. The purpose of Action Plan is (i) to link experts and organizations collecting data on species in the area of Ljubljana Marsh, e.g., to build knowledge network, (ii) to collate all available biodiversity information for Ljubljana Marsh, (iii) to provide on-line access to biodiversity information, (iv) to identify and prioritize species that are important for this area, and lastly, (v) to propose conservation measures that will protect priority species.
