Abstract

Kriza je vseprisotni pojav in izobraževanje o komuniciranju je pomembno že pred krizo. Ob nevarnih vremenskih situacijah se priporoča predhodno posredovanje opozoril, medtem ko mora biti prvi krizni odziv po Coombsu hiter, dosleden, odkrit ter mora komunicirati sočutje in informativnost. Cilj kriznega komuniciranja je minimalizirati negativni vpliv in lahko zajema tudi komuniciranje tveganj, naštevanje načinov pomoči, donacij ipd. Diplomsko delo proučuje krizno komuniciranje izbranih zgornjesavinjskih občin po poplavah avgusta 2023. Namen dela je raziskati, kako so se občine Gornji Grad, Ljubno ob Savinji in Nazarje soočile s komuniciranjem opozoril pred poplavami, kriznim odzivom in kakšne vsebine so komunicirale po dogodku. S pomočjo proučene literature je bila izpeljana kvalitativna analiza vsebine objav na Facebooku in spletnih straneh v izbranem časovnem obdobju. Rezultati so pokazali, da izbrane občine pred poplavami 4. avgusta opozoril niso komunicirale, vendar so se naučile o pomembnosti obveščanja in so opozarjale na morebitno ponovitev. Prvi odzivi po dogodku na proučevanih medijih so bili pomanjkljivi in niso sledili Coombsovim smernicam o obliki in vsebini kriznega odziva. Analiza vsebin po dogodku je pokazala poudarek komuniciranja na informativnosti, vendar se tudi pri tem pokažejo možnosti za izboljšave.

Secondary title: Crisis communication of the Upper Savinja municipalities during floods in August 2023
Secondary abstract: A crisis is a ubiquitous phenomenon; thus, education about communication is crucial, even before the crisis itself. In the case of dangerous weather situations, advance warnings are recommended, and the first crisis response, according to Coombs, must be fast, consistent, open, communicating both compassion and information. The goal of crisis communication is to minimize the negative impact; this may also include communicating risks and enumerating ways of assistance through donations, etc. This thesis examines the crisis communication of select Upper Savinja municipalities after the August floods of 2023. The purpose of the work is to investigate how the municipalities of Gornji Grad, Ljubno ob Savinji, and Nazarje faced the communication of flood warnings, crisis response, and what information they communicated after the event. With the help of available literature, a qualitative analysis of the content of Facebook posts and websites in the selected time period was carried out. The results showed that the selected municipalities did not communicate warnings before the August 4th floods, but they learned about the importance of notification and, in turn, warned of a possible recurrence. The first responses after the event in the studied media were deficient and did not follow Coombs' guidelines on the form and content of the crisis response; however, analysis of the content after the event showed an increased emphasis of communication on informativeness, albeit still with opportunities for improvement.
