Abstract

Kibernetska varnost in informacijska tehnologija sta v današnjem digitalnem svetu postali ključnega pomena za vsako državo in njeno gospodarstvo. Hkrati pa kibernetski napadi in grožnje postajajo vse bolj razširjeni in resni, zato je nujno, da države razvijajo robustne kibernetske sisteme, ki ščitijo njihovo kritično infrastrukturo, informacije in državljane. Ti napadi imajo lahko uničujoče posledice za državo in njeno gospodarstvo. V tem kontekstu smo primerjali kibernetske sisteme v dveh evropskih državah – Sloveniji in Hrvaški. Obe državi se trudita okrepiti svoje kibernetske sisteme in obvladovati grožnje, ki izvirajo iz digitalnega sveta. Vendar pa obstajajo različni dejavniki, ki vplivajo na njihovo kibernetsko varnostno okolje, vključno z organizacijo, zakonodajo, izobraževanjem ter stopnjo digitalizacije in ranljivostjo. Kibernetski napadi so postali vse bolj raznoliki in napredni. Vključujejo phishing napade, zlonamerno programsko opremo, napade na dostopne Wi-Fi točke, krajo identitete in druge oblike groženj. Zlonamerna programska oprema, kot so ransomware in trojanci, lahko povzroči hude težave in velike finančne izgube. Za učinkovito zaščito pred kibernetskimi grožnjami morajo države vzpostaviti celovite kibernetske sisteme, ki vključujejo tehnološke, zakonodajne, izobraževalne in organizacijske ukrepe.

Secondary abstract: In today's digital world, cyber security and information technology have become crucial for every country and its economy. At the same time, cyber attacks and threats are becoming more widespread and serious, making it imperative that countries develop robust cyber systems that protect their critical infrastructure, information and citizens. These attacks can have unique consequences for a country and its economy. In this context, we compared cyber systems in two European countries - Slovenia and Croatia. Both countries are working to strengthen their cyber system and manage threats originating from the digital world. However, there are various factors that influence their cyber security environment, including organization, legislation, education, digitization and vulnerability assessment. Cyber attacks have become increasingly diverse and advanced. They include phishing attacks, malware, attacks on Wi-Fi access points, identity theft and other forms of threats. Malware such as ransomware in Trojans can cause severe problems and huge financial losses. In order to effectively protect against cyber threats, the country must establish a comprehensive cyber system that includes technological, legislative, educational and organizational measures.
