Abstract
Žrtve trgovine z ljudmi pogosto prihajajo iz revnih držav z visoko stopnjo kriminalitete in korupcije, kjer izobraževanje in družinska podpora nista v ospredju in kjer je prisotna zgodovina zlorab. Identifikacija žrtev je otežena zaradi narave kaznivega dejanja, saj žrtve pogosto nezakonito pripeljejo v tujino, zato ne poznajo svojih pravic, jezika in zakonodaje. Slovenija je predvsem tranzitna in ciljna država za žrtve, ki prihajajo iz različnih držav, redkeje pa je država izvora. Trgovina z ljudmi je osnovana na treh elementih: dejanje, sredstva in namen izkoriščanja. Večina žrtev je rekrutirana na podlagi obljub o boljšem življenju, pri čemer so ranljive zaradi brezposelnosti, revščine, neozaveščenosti, pomanjkanja izobrazbe in spolne diskriminacije. Pravilna identifikacija žrtev je ključna za zaščito, varnost in poznejšo rehabilitacijo. V Sloveniji obravnava žrtev trgovine z ljudmi temelji na pristopu, osredotočenem na preživele, in sicer z vključevanjem celostnega pristopa k zdravljenju, vodenja primerov, podpore in svetovanja. Identifikacijo osebe kot žrtve trgovine z ljudmi opravi policija v sodelovanju z nevladnima organizacijama Slovenska karitas in Društvo Ključ. Kljub prizadevanjem je obravnava žrtev trgovine z ljudmi v Sloveniji pomanjkljiva, in sicer zaradi pomanjkanja financiranja, neustreznega prilagajanja programov specifičnim travmam žrtev in pomanjkljive zdravstvene obravnave – zlasti za osebe, ki se spopadajo z odvisnostjo. Predlogi za izboljšanje vključujejo podaljšanje obdobja krizne namestitve, širše izobraževanje sodnih delavcev in prilagoditev programov za nove vrste žrtev ter širšo pomoč, vključno s podporo žrtvini družini in izvornim državam.

Treatment of victims of trafficking in human beings in Slovenia |

Victims of trafficking in human beings often come from poor countries with high crime rate and corruption, where education and family support are not not in the foreground, and where there's a history of abuse. Identifying victims is made more difficult by the nature of the crime, as victims are often brought abroad illegally, unaware of their rights, language and the law. Slovenia is mainly a transit and destination country for victims coming from different countries, and is rarely a country of origin. Trafficking in human beings is based on the three elements of trafficking in human beings: the act, the means and the purpose of exploitation. Most victims are recruited based on promises of a better life and are vulnerable due to unemployment, poverty, lack of awareness, lack of education and gender discrimination. Proper identification of victims is crucial for their protection, safety and subsequent rehabilitation. In Slovenia, the treatment of victims of trafficking in human beings is based on a survivor-centred approach, incorporating a holistic approach to treatment, case management, support and counselling. The identification of a person as a victim of trafficking in human beings is carried out by the Police in cooperation with the non-government organizations Slovenska karitas and Društvo Ključ. Despite these efforts, the treatment of victims of trafficking in human beings in Slovenia faces shortcomings, such as lack of funding, inadequate tailoring of programmes to the specific trauma of the victims, and inadequate medical treatment, especially for persons with addictions. Suggestions for improvement include extending the period of crisis accommodation, more training for court workers, and adapting programmes to new types of victims and wider assistance, including support for victims' families and their countries of origin. |
