Abstract

Zasebno varovanje je varovanje ljudi in premoženja na varovanem območju, v določenem objektu ali prostoru pred nezakonitimi dejanji, poškodovanjem ali uničenjem z varnostnim osebjem ter sistemi tehničnega varovanja, ki se opravlja v oblikah, določenih z zakonom. V večini držav gre za regulirano gospodarska dejavnost, ki jo lahko opravljajo podjetja in posamezniki, ki izpolnjujejo zakonske pogoje. Zaključno delo ugotavlja, da so varnost, varovanje, zasebno varovanje in vloga varnostnika ključni pojmi, ki so temelj za razumevanje širšega konteksta zasebnega varovanja, in da ima zasebno varovanja pomembno vlogo pri zagotavljanju varnosti državljanov Republike Slovenije. Zaključno delo se osredotoča na področje zasebnega varovanja v Republiki Sloveniji, pri čemer se preučuje zgodovinske, zakonske in praktične vidike te dejavnosti. Podrobno se opisuje tudi ukrepe varnostnega osebja, opredeljene v 45. členu Zakona o zasebnem varovanju. Osrednji del zaključnega dela predstavlja analiza ukrepov varnostnega osebja v Republiki Sloveniji za obdobje 2011–2023. Za uvrstitev teme v širši kontekst raziskovalni del vključuje še analizo primerjave ukrepov, opredeljenih v zakonih o zasebnem varovanju, in intervjuje s strokovnjaki na področju zasebnega varovanja. Pri pisanju zaključnega dela se je ob analizi odgovorov na raziskovalna vprašanja ugotovilo, da je zakonodaja temelj razvoja zasebnega varovanja, saj predstavlja eno od osnov dela varnostnega osebja v luči zakonitosti izvajanja nalog varovanja ljudi in premoženja. Prav tako se je ugotovilo, da so ukrepi ustrezno opredeljeni ter da področje zasebnega varovanja nesporno prehaja iz faze zalednega ali posrednega člena v t. i. neposreden člen nacionalne varnosti.

Secondary abstract: Private security involves the protection of persons and property in a protected area, defined building or premises from illegal acts, damage or destruction by security personnel and technical security systems, carried out in legally defined forms. In most countries, it is a regulated economic activity that can be carried out by companies and individuals who meet the legal requirements. When writing the thesis, it was identified that security, protection, private security and the role of the security guard are key concepts that are fundamental to understanding the broader context of private security, and that private security plays an important role in ensuring the safety of the citizens of the Republic of Slovenia. The thesis focuses on the field of private security in the Republic of Slovenia and examines the historical, legal and practical aspects of this activity. The actions of security personnel, as defined in Article 45 of the Private Security Act, are also described in detail. The core of the thesis is the analysis of the measures taken by security personnel in the Republic of Slovenia for the period 2011 – 2023. To place the topic in a broader context, the research includes an analysis of the measures defined in the private security laws and interviews with experts in the field of private security. In writing the conclusion, it was found through the process of obtaining answers to the research questions that legislation is the fundamental basis for the development of private security because it represents one of the primary aspects of the work of security personnel in terms of the legality of performing tasks related to the protection of people and property. It was also determined that the measures are appropriately defined and that the field of private security is undeniably transitioning from a background or indirect role to a direct component of national security.
