Abstract
Diplomsko delo obravnava vlogo oboroženih sil v boju proti terorizmu. Pomembno izhodišče preprečevanje in zatiranja terorizma je uskladitev glede njegove opredelitve, ki v svetu še ni dovolj poenotena. Seveda pa je že načelno boj proti terorizmu visoko legitimen, saj terorizem ogroža demokratične vrednote, pravno državo in človekove pravice, kot so pravica do življenja, varnosti in svobode. Prav tako je boj proti terorizmu upravičen na temelju mednarodnega prava ter na temelju nacionalnih pravnih ureditev, ki so zavezane zaščiti svojih državljanov pred terorizmom kot hudim kaznivim dejanjem in k ohranjanju javnega reda. Protiteroristična vloga oboroženih sil vključuje predvsem zaščito infrastrukture, krizno odzivanje, preprečevanje groženj, mednarodno delovanje ter sodelovanje z drugimi akterji (policija, obveščevalne službe itd.). Analizirane države se pri tem poslužujejo različnih strategij. Tako se Združene države Amerike osredotočajo na globalne operacije, Francija poudarja domačo vojaško prisotnost, Združeno kraljestvo pa ima bolj uravnotežen pristop. Skupne značilnosti teh držav vključujejo sodelovanje z mednarodnimi organizacijami in demokratične pravne okvire, razlike pa so v stopnji militarizacije in uporabi vojske za zagotavljanje notranje varnosti. Ključne možne izboljšave na področju protiterorističnega delovanja vključujejo skupne imenovalce pri definiranju terorizma, krepitev sodelovanja med različnimi akterji, vlaganje v napredno tehnologijo, prilagojeno usposabljanje vojaškega osebja, sodelovanje z lokalnimi skupnostmi in redno posodabljanje protiterorističnih strategij.

Armed forces in the fight against terrorism |
| Secondary abstract: |
The thesis deals with the role of the armed forces in the fight against terrorism. An important starting point for preventing and combating terrorism is the harmonization of its definition, which is not yet sufficiently uniform worldwide. Of course, the fight against terrorism is highly legitimate in principle, because terrorism threatens democratic values, the rule of law and human rights, such as the right to life, security and freedom. The fight against terrorism is also justified on the basis of international law and national legal systems, which are obliged to protect their citizens from terrorism as a serious criminal act and to maintain public order. The role of the armed forces in counterterrorism primarily includes infrastructure protection, crisis response, threat prevention, international operations and cooperation with other actors (police, intelligence services, etc.). The countries examined pursue different strategies in this respect. The United States focuses on global operations, France emphasizes a domestic military presence, and the United Kingdom takes a more balanced approach. The similarities between these countries include cooperation with international organizations and a democratic legal framework, while the differences are evident in the degree of militarization and the use of the military for internal security. Key potential improvements in counterterrorism include a common denominator in the definition of terrorism, strengthening cooperation between different actors, investing in advanced technologies, tailored military training, working with local communities and regularly updating counter-terrorism strategies. |
