Abstract

Analiza učinkovitosti in uspešnosti poslovanja je ključna tako v javnem kot tudi v zasebnem sektorju, saj izbira ustreznih kazalnikov predstavlja izziv za organizacije. Namen diplomskega dela je ugotoviti, ali je bilo poslovanje UE Nova Gorica v obdobju od leta 2019 do 2023 učinkovito in uspešno ter prepoznati vzroke za takšno poslovanje. V teoretičnem delu so bili uporabljeni metoda deskripcije in metoda kompilacije, kjer smo predstavili javni sektor, njegov pomen, sestavo in odnos do upravnih enot. Prav tako smo opredelili pojme učinkovitosti, uspešnosti ter ključnih kazalnikov. V tem delu smo se osredotočili tudi na UE Nova Gorica. V empiričnem delu je bila uporabljena metoda analize in primerjalna metoda. Rezultati analize so pokazali, da je bila stroškovna učinkovitost UE Nova Gorica v obdobju 2019–2023 ocenjena različno. V letu 2020 je bila ocenjena kot učinkovita, medtem ko je bila v letu 2023 ocenjena kot neučinkovita, kar nakazuje, da v tem letu ni bilo dovolj nadzora nad stroški. V letih 2021 in 2022 je bila stroškovna učinkovitost ocenjena kot delno učinkovita. Poslovanje je bilo v letih 2019 in 2021 ocenjeno kot uspešno, saj so bile storitve opravljene pravočasno in v skladu z zastavljenimi cilji. V preostalih letih (2020, 2022, 2023) je bila uspešnost ocenjena kot deloma uspešna. Uspešnost pomeni dosego zastavljenih ciljev, kar vključuje pravočasno, kakovostno in učinkovito izvedbo nalog. Analiza omogoča prepoznavanje področij, kjer so možne izboljšave ter optimizacijo procesov delovanja upravne enote.

Secondary abstract: The analysis of operational efficiency and effectiveness is crucial in both the public and private sectors, as selecting appropriate indicators poses an increasing challenge for organizations. The aim of this thesis was to determine whether the operations of the Nova Gorica Administrative Unit (UE Nova Gorica) between 2019 and 2023 were efficient and successful, and to identify the reasons behind such performance. In the theoretical part, descriptive and compilation methods were employed to present the public sector, its significance, composition, and its relationship with administrative units. Additionally, the concepts of efficiency, effectiveness, and key performance indicators were defined. This section also focused on UE Nova Gorica. In the empirical part, the methods of analysis and comparison were applied. The results of the analysis indicated that the cost efficiency of UE Nova Gorica during the 2019-2023 period was evaluated differently. In 2020, it was rated as effective, while in 2023, it was assessed as ineffective, suggesting that there was insufficient control over costs in that year. In 2021 and 2022, the cost efficiency was considered partially effective. The operations were deemed successful in 2019 and 2021, as services were delivered on time and in line with the established goals, leading to customer satisfaction and achieving the desired results. In the remaining years (2020, 2022, 2023), performance was assessed as partially successful, indicating that certain goals were only partially achieved. Effectiveness refers to the achievement of set objectives, which involves timely, high-quality, and efficient execution of tasks. The analysis provides insight into the functioning of the administrative unit, identifies areas for improvement, and offers opportunities for process optimization.
