Slovenija v primerjavi z Norveško in Madžarsko

Abstract

Čeprav ženske že dolgo aktivno sodelujejo na trgu dela in pogosto presegajo moške v izobrazbeni strukturi, ostajajo njihove možnosti za zasedanje najvišjih vodstvenih položajev še vedno omejene. Statistični podatki dosledno razkrivajo razhajanje med formalno zagotovljeno enakostjo spolov in dejansko prisotnostjo žensk v strukturah odločanja. Ta razkorak ni posledica pomanjkanja znanja ali sposobnosti posameznic, temveč rezultat sistemskih ovir, kot so stekleni strop, spolni stereotipi, pomanjkanje mrež podpore in neuravnoteženega usklajevanja med poklicnim in zasebnim življenjem, s katerimi se ženske soočajo kljub formalni enakosti in postopnemu napredku na področju zastopanosti. Analiza primerov treh držav, Norveške, Slovenije in Madžarske je razkrila izrazite razlike v politični volji, kulturnih normah in sistemski podpori za spodbujanje enakosti. Norveška je izstopala z visoko zastopanostjo žensk v vodstvu, podprto z zakonodajnimi ukrepi, kot so spolne kvote. V Sloveniji se je napredek uresničeval počasneje, kljub visoki izobrazbi žensk in formalni enakopravnosti. Na Madžarskem pa so tradicionalni pogledi na vlogo žensk ter pomanjkanje politične zavezanosti bistveno omejevali možnosti za enakovredno vključevanje. Primerjava je potrdila, da pravne možnosti same po sebi niso bile zadostne, če jih niso spremljali učinkoviti mehanizmi za odpravo sistemskih ovir. Raziskava poudarja pomen celostnega pristopa k spodbujanju enakosti spolov, ki vključuje spremembe na zakonodajni, institucionalni in kulturni ravni ter krepitev podpornih politik, ki ženskam omogočajo dejansko enakovredno vključevanje v procese odločanja

Secondary abstract: Although women have long been actively participating in the labor market and often surpass men in terms of educational attainment, their opportunities to attain top leadership positions remain limited. Statistical data consistently reveal a gap between formally guaranteed gender equality and the actual presence of women in decision-making structures. This gap is not due to a lack of knowledge or abilities among women, but rather the result of systemic barriers such as the glass ceiling, gender stereotypes, lack of support networks, and the unequal balancing of professional and private life, which women continue to face despite formal equality and gradual progress in representation. The analysis of three countries (Norway, Slovenia and Hungary) revealed significant differences in political will, cultural norms and systemic support for promoting equality. Norway stood out with a high representation of women in leadership, supported by legislative measures such as gender quotas. In Slovenia, progress has been slower despite women’s high educational attainment and formal equality. In Hungary, traditional views on women's roles and a lack of political commitment significantly limited opportunities for equal inclusion. The comparison confirmed that legal provisions alone were insufficient without effective mechanisms for removing systemic barriers. The research highlights the importance of a comprehensive approach to promoting gender equality that involves legislative, institutional and cultural changes as well as the strengthening of support policies that enable women to participate equally in decision-making processes
