Abstract

Magistrsko delo obravnava potrebe slovenskega gospodarstva po znanjih in kompetencah na področju kibernetske varnosti s poudarkom na vse večjem razkoraku med potrebami trga dela in razpoložljivim kadrom. V teoretičnem delu so predstavljeni ključni kompetenčni okvirji (ECSF, NICE), strokovni profili, oblike izobraževanj ter izzivi, povezani s kompetenčnimi vrzelmi in zakonodajnimi zahtevami (ZInfV-1, NIS2). Empirični del temelji na anketni raziskavi in treh pol strukturiranih intervjujih. Rezultati kažejo, da organizacije najpogosteje zaznavajo pomanjkanje tehničnih kompetenc, omejene finančne vire in nizko vključenost vodstva v razvoj kadrov. Kljub vplivu zakonodaje na izvajanje kadrovskih ukrepov ostajajo razlike med organizacijami velike. Na podlagi ugotovitev so predlagani ukrepi za boljšo uskladitev ponudbe izobraževanj s potrebami trga, krepitev povezovanja med šolstvom in gospodarstvom ter spodbujanje vseživljenjskega učenja. Delo prispeva k boljšemu razumevanju sistemskih izzivov pri razvoju kibernetskih kompetenc in ponuja konkretne usmeritve za krepitev digitalne odpornosti slovenskih organizacij.

Secondary title: Evaluating the need for cyber security competencies and skills in the slovenian economy
Secondary abstract: This master's thesis explores the needs of the Slovenian economy for knowledge and competencies in the field of cybersecurity, focusing on the growing gap between labor market demands and the availability of qualified personnel. The theoretical part presents key competency frameworks (ECSF, NICE), professional roles, forms of education and training, as well as challenges related to skills gaps and regulatory requirements (ZInfV-1, NIS2). The empirical part is based on a survey and three semi-structured expert interviews. The results indicate that organizations most frequently report a lack of technical competencies, limited financial resources, and low strategic engagement of management in workforce development. Although legislation influences the implementation of HR measures, significant differences remain between organizations. Based on the findings, measures are proposed to improve the alignment between educational offerings and labor market needs, strengthen cooperation between the education system and industry, and promote lifelong learning. The thesis contributes to a better understanding of systemic challenges in developing cybersecurity competencies and provides concrete recommendations for enhancing the digital resilience of Slovenian organizations.
