Abstract
Magistrsko delo analizira vpliv varnostne grožnje na sistem kolektivne varnosti in sistem kolektivne obrambe. Sistema pomenita ureditev, v kateri se države zavežejo skupnemu odzivu na agresijo ene države oziroma opredeljuje napad na eno državo kot napad na vse države. Varnostna grožnja vpliva na dojemanje akterjev mednarodne skupnosti o pomenu obeh sistemov. To vodi v spremembe na področju varnosti in obrambe. Cilj dela je tako analizirati vpliv neposredne varnostne grožnje na sistem kolektivne varnosti in sistem kolektivne obrambe, da bi ugotovili, kako akterji dojemajo grožnjo in kako se nanjo odzivajo. Analiza je bila osredotočena na primer ruske agresije na Ukrajino in odziv Evropske unije in Republike Slovenije kot primera mednarodne organizacije in države. Magistrsko delo ugotavlja, da varnostna grožnja vpliva na dojemanje akterjev na način, da krepijo lastno samostojnost in neodvisnost na področju varnosti in obrambe. K temu je pristopila sama Evropska unija. Sprejela je strateške dokumente, ki krepijo obrambo in varnost Evropske unije, predvsem z zmogljivostmi evropske obrambne industrije. K spremembam zaradi varnostne grožnje je pristopila tudi Republika Slovenija, ki je zaradi spremenjene varnostne situacije ter krepitve groženj, spremenila ključne strateške dokumente na področju obrambne politike. Odločitve na več institucionalnih ravneh nakazujejo, da je prišlo do premikov v miselnosti akterjev na področju varnosti in obrambe zaradi neposredne varnostne grožnje. Kljub temu, da se kolektivna varnost in obramba izkažeta kot garanta varnosti in miru, še vedno velja, da države razvijajo individualno sposobnost obrambe, da jo lahko zagotavljajo kolektivno.

The impact of a security threat on perceptions of collective security and defence |

This Master´s thesis analyses the impact of a security threat on the collective security and the collective defence systems. Systems are an arrangement in which states commit themselves to a common response to aggression or an attack by one state on another state. The security threat influences actors´ perceptions of the importance of both systems. This leads to changes in security and defence. The aim of this Master's thesis is to analyse the impact of a security threat on both systems in order to find out how actors perceive such a threat and how they react to it. The analysis focused on the case of the Russian aggression against Ukraine and the response of the European Union and the Republic of Slovenia as examples of international organisations and states. The Master's thesis demonstrates that the security threat influences the actors´ perceptions in a way that they strengthen their own autonomy and independence in the fields of security and defence. The European Union has acted in such a way when it has adopted strategic documents that strengthen its defence and security, notably through the capabilities of the European defence industry. The Republic of Slovenia has made the changes brought about by the security threat and, in the light of the changed security situation and the intensification of threats, it has amended its key strategic documents in the field of defence policy. Decisions at several institutional levels indicate that there have been shifts in the mindset of security and defence actors as a result of the imminent security threat. Although collective security and defence have proven to be the guarantors of security and peace, states still develop individual defence capabilities in order to be able to provide them collectively. |
