Vpliv korupcije na učinkovitost javnih naročil

Abstract

Korupcija v sodobnem času predstavlja velik problem na mnogih področjih. Eno izmed področij, kjer se pogosto pojavlja, so zagotovo javna naročila. V diplomskem delu so bili podrobno analizirani vpliv korupcije na učinkovitost in transparentnost postopkov ter posledice za javne finance. Predstavljeni so bili tudi konkretni primeri korupcije pri javnih naročilih. Uporabljene so bile tako kvantitativne kot tudi kvalitativne raziskovalne metode. Ključna metoda dela je bil pregled obstoječe literature, uporabljena pa je bila tudi študija primera, s katero lažje razumemo obravnavano temo. V raziskavi je bilo ugotovljeno, da korupcija močno vpliva na javna naročila, saj resno ogroža učinkovitost delovanja javnega sektorja. Raziskana so bila tudi preventivna ravnanja, ki se izvajajo, da se korupcija pri javnih naročilih pojavljala v manjšem obsegu. Prav tako je bilo ugotovljeno, da so obstoječi mehanizmi za preprečevanje korupcije pogosto neučinkoviti, predvsem zaradi pomankanja nadzora in transparentnosti. Uporabnost diplomskega dela se kaže v naboru priporočil za izboljšanje sistemov za preprečevanje korupcije.

Secondary abstract:	Corruption represents a significant problem in modern times across various sectors. One of the areas where it frequently occurs is public procurement. This thesis provides an in-depth analysis of the impact of corruption on the efficiency and transparency of processes and the financial consequences. It also presents specific examples of corruption in public procurement. Both quantitative and qualitative research methods were used in the thesis. The methodology primarily included a review of existing literature, followed by case studies to enhance understanding of the topic. The research found that corruption significantly affects public procurement, seriously undermining the efficiency of the public sector. Preventive measures that are implemented to reduce the occurrence of corruption in public procurement were also examined. It was found that existing mechanisms to prevent corruption are often ineffective, mainly due to a lack of control and transparency. The usefulness of this thesis lies in the set of recommendations provided to improve systems for preventing corruption.
