Izhodišča nacionalne varnosti Republike Hrvaške

Abstract

Danes koncept varnosti pogosto vključuje celoten niz različnih vidikov človekovega obstoja in aktivnosti v družbi in naravi. Zavestni napori vzpostavitve varnosti predstavljajo civilizacijsko in kulturno kategorijo, ki vključuje vse vidike sodobne varnosti, kot so ekonomski, socialni, kulturni, politični, zakonodajni, ekološki in obrambni, torej vse tiste oblike družbenega življenja, ki jih poznamo pod imenom družbene vrednote. Učinkovit sodobni nacionalnovarnostni sistem danes ni le kazalec sposobnosti države pri zaščiti njenih osnovnih družbenih vrednot pred zunanjimi in notranjimi nevarnostmi, sem sodi tudi ohranitev miru in svobode, temveč tudi sposobnosti zagotoviti ekonomski, politični, znanstveni, tehnološki in splošni družbeni razvoj, kot tudi socialno, kulturno in ekološko blaginjo ljudi. Z analizo nacionalnovarnostnega sistema Hrvaške v omenjenem kontekstu lahko opazimo ne samo nedokončanje tranzicijskega procesa v demokracijo, temveč tudi njegov neustrezen začetek. Na številnih področjih institucije in odnosi, ki bi lahko zagotovili razvoj Hrvaške niso bili ustvarjeni.

Secondary abstract:	Today, the concept of security often includes a whole series of various aspects of human existence and activity in society and nature. A willful efforts to build security represent civilization and cultural category, including all aspects of modern security, such as economic, social, cultural, political, legal, ecological and defensive, i.e. all those forms of social life that we know as social values. Effective modern national security system is today not only a proof of capability of the state to protect its own basic social values from foreign and internal dangers, but also to ensure economic, political, scientific, technological and general social development, as well as social, cultural and ecological welfare of the people. The analysis of the national security system of Croatia in this context reveals not only an unfinished transitional process toward democracy, but also its unsuitable beginning. In several fields the institutions and relations that could ensure a development of Croatia were not even created.
