Abstract

Slovenska vlada je leta 2003 potrdila odločitev o prehodu Slovenske vojske na manjšo, a dobro opremljeno in izurjeno poklicno vojsko. Vendar pa zaposlovanje ustreznih kandidatov utegne biti zaradi različnih dejavnikov (demografski dejavnik, psiho-fizična sposobnost mladih, spremenjene vrednote mladih, specifičnosti poklica vojaka, itd.) oteženo. V diplomskem delu sem tako na kratko opredelila pot, ki je pripeljala do vojske, kot jo imamo danes. Predstavila sem kadrovsko stanje ter takratne kadrovske težave, ki so botrovale nastanku projekta Poklicna vojska, dopolnjena s pogodbeno rezervo (PROVOJ), prilagoditev zakonodaje poklicni vojski ter analizirala obstoječe in predvidene organizacijske in strukturne spremembe v SV, ki so začrtane v omenjenem projektu, opisala sem nekatere segmente projekta PROVOJ, ki so tesno povezani s kadrovanjem ter se v celoti usmerila na način pridobivanja kadra (opredelitev ciljne skupine, promocija vojaškega poklica, motivacija za vojaški poklic, ...). Na kratko sem opredelila tudi s tem povezano strategijo zadrževanja kadra v vojski (bonitete, skrb za dobro počutje in oskrbo pripadnikov, ...).

Secondary abstract: In year 2003 the Slovenian government confirmed a decision on transition of the Slovenian Armed Forces to a smaller but well equipped and trained professional army. The employment of suitable applicants might be difficult due to different factors (demographic factor, psychophysical abilities of young people, their changed values, specificity of military profession etc.). In my diploma thesis I have briefly described the way that led to the armed forces Slovenia has nowadays. I have presented the situation of the personnel and its troubles that contributed to the development of the project named Professional army supplemented by contractual reserves (PROVOJ), the adjustment of legislation to professional army and analysed existent and anticipated organizational and structural changes in the Slovenian Armed Forces, which are outlined in the above mentioned project. I have described some of the segments of the PROVOJ project that are closely connected with acquiring of personnel and directed the attention on ways of acquiring personnel (definition of the target group, promotion of the military profession, motivation for military profession, ...). I have also briefly presented the strategy of keeping the personnel in the army (benefits, overall care for the members of the army, ...)
