Abstract
V zadnjih nekaj desetletjih se je stanje okolja zaradi človekovih poseganj vanj zelo poslabšalo. Okoljski problemi se odražajo v obremenjevanju posameznih elementov okolja: zakisanju tal, evtrofikaciji, tanjšanju ozonskega plašča in večanju ozonske luknje, taljenju ledenikov, ekstremnih vremenskih pojavih in drugih posledicah, povezanih s podnebnimi spremembami, zmanjševanju biotske raznovrstnosti in ogroženosti nekaterih živalskih in rastlinskih vrst, krčenju gozdov, neučinkoviti rabi naravnih virov, slabšanju delovnih in bivanjskih razmer ter zdravja. Glede na to, da predstavljajo javna naročila 17,4 % BDP, lahko javni sektor preko instrumenta zelenih javnih naročil pomembno vpliva na zmanjšanje obremenitev okolja. Zeleno javno naročanje namreč omogoča doseganje specifičnih okoljskih ciljev, kot so izboljšanje posameznih okoljskih kazalnikov, čistejša proizvodnja in razvoj novih, okolju prijaznejših tehnologij, izdelkov in storitev. Zeleno javno naročanje spodbuja okoljsko ustreznejše ravnanje, vključno z energetsko učinkovitostjo in recikliranjem. Uporabno pa je tudi kot instrument osveščanja, saj je z zelenim javnim naročanjem javni sektor lahko vzor gospodarskim subjektom zasebnega prava ter potrošnikom. Glede na predvidene učinke zelenega javnega naročanja so slovenski nacionalni cilji na tem področju ambiciozni – v letu 2012 naj bi bilo kar 50 % oddanih javnih naročil »zelenih«. Iz statističnih podatkov Ministrstva za finance pa izhaja, da je bilo v letu 2012 oddanih 13,72 % zelenih javnih naročil, glede na vrednost pa je zeleno javno naročanje predstavljajo 20,88 %. Da bi čim hitreje in učinkoviteje dosegli cilj 50 %, mora vlada k urejanju področja zelenih javnih naročil pristopiti sistematično in vzpostaviti ureditev, ki zagotavlja politično podporo in podporo vodstva, razvoj okoljskih kriterijev za zeleno javno naročanje, vzpostavitev dialoga med zakonodajalcem, javnimi naročniki in ponudniki, ustrezna usposabljanja in svetovanje za javne naročnike in ponudnike ter spremljanje izvajanja zelenih javnih naročil. Ukrepe na tem področju pa je treba izvajati načrtno in kontinuirano ter jih prilagoditi posamezni ciljni skupini.

Due to environmental strains caused by man the state of the environment has deteriorated in the last few decades. Environmental problems are reflected in contamination of individual elements of the environment: soil acidification, eutrophication, depletion of the ozone layer and expansion of the ozone hole, glaciers' meltdown, extreme weather conditions and other consequences connected to climate changes, reducement of biotic diversibility and endangerment of certain animal and plant species, deforestation, ineffective use of natural resources, deterioration of working and living conditions and health. In view of the fact that public procurement represents 17,4 % of GDP, the public sector can greatly influence the reduction of environmental burdens. Through green public procurement specific environmental goals may be reached such as improvement of individual environmental indicators, cleaner production process and development of new environmentally friendly technologies, products and services as well as encouragement of environmentally more adequate actions, which include energy efficiency and recycling. Green public procurement may also serve as and instrument of awareness raising, portraying the public sector as a role model for privately owned economic operators and consumers. Due to the anticipated effects of green public procurement Slovenian national goals in this field are quite ambitious – in the year 2012 50 % of awarded public contracts should have been »green«. According to the statistical data of the Ministry of Finance 13,72 % of public contracts awarded in 2012 were green, while their value represents 20,88 % of all public procurement. In order to achieve a goal of 50 % as soon as possible and effectively, the government should approach green public procurement regulation systematically and establish a framework, which ensures political and managerial support, development of environmental criteria for green public procurement, establishment of a dialogue between the legislator, public contractors and suppliers, proper training and counseling for public contractors and suppliers and monitoring of implementation of green public procurement. The measures in this field should be carried out by plan and continuously and should be adapted to an individual target group. |
