Abstract
V Sloveniji se število kaznivih dejanj iz leta v leto povečuje. Zaskrbljujoče je dejstvo, da so storilci kaznivih dejanj vedno bolj izobraženi ter poskušajo svoje slodove čim bolj zakriti, zaradi česar je delo preiskovalcev vedno bolj zahtevno. Število rešenih kaznivih dejanj je v veliki meri odvisno od kvalitetne kriminalistične preiskave kaznivih dejanj, predvsem od števila najdenih potencialnih sledi. Prispevek kriminalistične tehnike k učinkovitejšemu preiskovanju kaznivih dejanj ima izreden pomen pri novodobni kriminalistični znanosti, saj si le-te brez njenih spoznanj ne moremo več predstavljati. Znanost mora, ne glede na dejavnike, ki jo tako ali drugače omejujejo, nujno težiti k inovativnosti ter z vsemi razpoložljivimi sredstvi zagotavljati karseda želene učinke pri dokazovanju kaznivih dejanj.
Kriminalistična tehnika je del kriminalistike, ki preučuje in uporablja najprimernejše metode in sredstva, za iskanje, zavarovanje, fiksiranje, preiskovanje in vrednotenje sledov in predmetov. Kriminalističnotehnična opravila se pričnejo z ogledom in v zvezi z ogledom kraja kaznivega dejanja ter končajo s preiskavo v kriminalističnotehničnem laboratoriju, katerega ugotovitve se prenesejo na glavno obravnavo. Kriminalistični tehniki morajo svoje delo opravljati dosledno in predvsem strokovno, da se vsi najdeni sledovi ohranijo in tako na sodišču ne izgubijo svoje dokazne vrednosti.
Na Policijski upravi Celje se nahaja oddelek kriminalistične tehnike SKP PU Celje, ki je sodobna, dobro opremljena enota, namenjena za zagotavljanje neposrednega ukrepanja in vodenje zahtevnih kriminalistično-tehničnih nalog, sodelovanje pri ogledih krajev kaznivih dejanj, izvajanje postopkov dokumentiranja, iskanja in zavarovanja sledi, sodelovanje pri rekonstrukcijah, hišnih preiskavah, obdukcijah in ekshumacijah, daktiloskopiranje in fotografiranje osumljencev kaznivih dejanj, vodenje daktiloskopske zbirke ter ugotavljanje identitete osumljencev kaznivih dejanj ali neznanih trupel. Poleg naštetih opravil, se kriminalistična tehnika vključuje še na mnogo drugih področjih, zato je njen prispevek k učinkovitemu preiskovanju zagotovo zelo velik.

A recent survey shows the number of criminal offences in Slovenia is on the increase. The fact that crime offenders have become more sophisticated in their methods of work and try to eliminate the traces of their illegal acts is worrying. Consequently, the work of crime investigators has become more demanding. The number of resolved cases largely depends on the quality of crime investigations and above all, on the number of obtained potential evidences. The contribution of modern techniques and investigative methods to a more efficient investigation of crime offences is extremely important for contemporary crime science, which would be unimaginable without the findings of the latter. It is of the utmost importance for investigative science to be innovative and make use of all available means to obtain desired results in obtaining firm evidence for criminal acts, regardless of the limiting factors it is faced with.
A part of crime investigation is crime investigation technique (forensic), which studies and uses the most appropriate methods and means for detecting, securing, fixing, investigation and evaluation of prints and objects. The technical part of crime investigation begins with inspection of the crime scene and continues its research in forensic laboratory. The obtained laboratory results are then presented at the main prosecution in the court of law. Crime technicians have to execute their work accurately and, above all, professionally to preserve the appearance of the crime scene for future analysis and a credible presentation in the court of law.
A part of the Police Directorate Celje is Crime Scene Technique section SKP PU Celje. It is a modern, well equipped unit enabling to secure direct action and leadership of technically demanding crime investigation, execution of documentation processing, gathering, obtaining and preserving the appearance of crime scene evidence, participation in investigation of crime scene reconstruction, house search, post mortem and exhumation, dactyloscopy and crime offence suspect photographing, management of dactyloscopy collection and identification of crime suspects or unidentified corpses . Apart from the previously listed activities crime technique has an important role in many other areas, therefore, its contribution to an efficient investigation is, without doubt, immense. |
