diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo
Abstract
Država s sprejemanjem zakonov in drugih predpisov ureja življenje v državi. Spoštovanje zakonov in drugih predpisov je temelj urejenosti kateregakoli sistema, podjetja, inštitucije, organizacije in tudi življenja posameznika. Medtem ko za zagotavljanje spoštovanja pravnih aktov skrbi država s svojim pravnim redom, pa nadzor nad spoštovanjem zakonov izvajajo različne inšpekcijske službe na posameznih področjih.
Lovska inšpekcija, ki opravlja inšpekcijski nadzor na področju lovstva, in sicer na podlagi Zakona o divjadi in lovstvu, deluje v okviru Inšpektorata RS za kmetijstvo, gozdarstvo, hrano in okolje. V okviru svojih letnih načrtov ga izvaja v obliki rednih nadzorov, kot tudi z odzivanjem na pritožbe, obvestila ali prijave. Nadzorstvena vloga ima več funkcij, med katerimi sta najpomembnejši preventiva ter zagotavljanje spoštovanja zakonov in posledično s tem tudi varstva živali. Poleg nadzora pa Zakon o divjadi in lovstvu pokriva še druga območja, kot so: upravljanje z divjadjo, ki zajema področja načrtovanja, ohranjanja kot tudi trajnostnega gospodarjenja in spremljanja stanja divjadi, nadalje podeljevanje koncesij, naloge prostovoljnih organizacij v javnem interesu ter ne nazadnje tudi navajanje ukrepov ob zaznanih kršitvah. V naši diplomski nalogi smo se osredotočili na tiste dele omenjenega zakona, ki so pomembni za nadzor in posledično tudi ukrepanje s strani pristojnih organov.

Life in a state is governed by adopting laws and regulations. Respecting the laws and other regulations is the foundation of any system, undertaking, institution, and organisation as well as of a life of every individual.
A state ensures compliance to legislation with its legal system and with a variety of inspection services for different areas.
The hunting inspection, which according to the Law on Game and Hunting performs inspection in the field of hunting, operates within the Inspectorate of the Republic of Slovenia for Agriculture, Forestry, Food and Environment. Within the scope of its annual plans, the inspection is implemented by means of regular inspections as well as responding to complaints, notices or requests. Supervisory role has several features, among which the prevention and ensuring compliance to the law and, consequently, the animal protection, are the most important ones. In addition to supervising, the Law on Game and Hunting covers other areas such as: game management, which covers the areas of planning, preservation, and sustainable management, game monitoring, granting further concessions, the tasks of voluntary organizations in the public interest and ultimately alleging measures for violations.
In our thesis, we have focused on those parts of the above mentioned law that are relevant for supervision and, consequently, actions taken by the competent agencies. |
