Abstract

Pojma ekstremizem in terorizem nista nova v današnjem času. S pojmom ekstremizem se srečujemo od sprejetja Splošne deklaracije o človekovih pravicah, ko so države na podlagi te deklaracije in svoje sprejete zakonodaje postopoma omogočile svojim državljanom svobodnejše izražanje svojih misli, s tem pa so nastale nekatere skupine, ki so v svoj besednjak vključile sovražni govor, simpatiziranje z nacističnimi idejami in neodobravanje drugače mislečih. Pojem terorizem pa sega že v čas francoske revolucije, tako da to ni nov pojem, vendar pa so dejanja, povezana s to dejavnostjo, eskalirala in spodbudila te iste ekstremistične skupine in novonastale skupine k iskanju novih načinov političnega boja proti posameznim državam. Z razvojem novih orožij in transportnih sredstev pa prihaja do novih oblik napadov, ugrabitev in ekstremnih dejanj, ki postajajo vedno pogostejša. S poskusom definiranja navedenih pojmov poskuša svetovna skupnost tovrstna dejanja sankcionirati, posledično pa krivce za teroristična dejanja pripeljati pred sodišče, da bi zadostili pravici. Ta poskus definiranja teh pojavov pa nam ne uspeva najbolje, saj se mednarodna skupnost ne more zediniti okoli pojmov, ki so vključeni v to definicijo. Po drugi strani pa so nekatere države same pričele boj proti terorizmu, tako da v tem trenutku ni videti konca teroristični noriji.

Secondary abstract: The concepts of extremism and terrorism are not new in the present age. The term extremism has been surfacing since the adoption of the Universal Declaration of Human Rights, when the countries, with regard to the declaration and their own legislation, gradually allowed their citizens the freedom of speech and thought. However, groups sprung up whose vocabulary included hate speech, who sympathized with Nazi ideas, and condemned those with a different opinion. The term terrorism, on the other hand, goes back to the time of the French Revolution, thus it is not a new concept, but the related actions escalated and motivated these extremist groups and newly-formed groups to look for new methods of political combat against respective countries. The development of new weaponry and means of transport leads to new forms of assaults, kidnappings, and extreme acts, which are increasing in frequency. In attempts of defining these terms, the international community is trying to sanction such actions and consequentially take those responsible to court and ensure justice is done. However, the attempt of defining these phenomena is not going well, because the international community cannot reach a consensus regarding the concepts included in the definition. Still, some countries have started a fight against terrorism on their own, so the lunacy concerning terrorism is currently nowhere near the end.
