Abstract
Diplomsko delo proučuje vlogo obveščevalnih služb v odnosu do sodobnega terorizma. Terorizem prikazuje zgolj v sodobnih razsežnosti, saj je iz tega vidika pomembna spremenjena vloga delovanja obveščevalnih služb oziroma njihovo prilagajanje na sodobne razsežnosti tega kompleksnega pojava.
Sodobni viri ogrožanja so postali kompleksni in imajo veliko večje razsežnosti kot v preteklosti. Ravno terorizem je v sodobnem času postal izjemno kompleksen, čeprav je star že skoraj toliko kot človeštvo. Je izjemno obširno obravnavana tema, a kljub temu še vedno ne povsem v celoti razjasnjen problem.
Obveščevalna služba je aparat države s prioritetnimi cilji zbiranja, analiziranja in ocenjevanja obveščevalnih podatkov in spoznanj o drugih državah, njihovem vojaškem in ekonomskem potencialu, političnem stanju in namerah ter znanstvenih dognanjih. Po 11. septembru 2001 je nemajhno število držav spremenilo normativne okvire, v katerih delujejo obveščevalne službe. Za boj proti terorizmu tako niso dovolj le obveščevalne službe, ampak je potrebna akcija političnih, finančnih, zakonodajnih, policijskih, vojaških, administrativnih idr. ukrepov v okviru mednarodnih organizacij na globalni in regionalni ravni ter na nacionalni ravni v obliki ustrezne zakonodaje in njene učinkovite implementacije.
Na primeru 11. septembra se je pokazalo, da niso krive samo obveščevalne službe, temveč da velik del krivde nosi tudi politika. Obstaja sum, da je napad inscenirala sama politika in ga uporabila kot izgovor za napad na Afganistan in kasneje na Irak.

The thesis examines the role of intelligence services in relation to contemporary terrorism. Terrorism is shown only through modern dimensions, as the changing role of intelligence services and their adaptation to modern dimensions of this complex phenomenon are important from this perspective.
Modern sources of threat have become complex and have a much larger impact scale than in the past. Terrorism has in modern times become extremely complex, despite the fact that it is old almost the same as mankind. It is a widely discussed topic and yet still not quite fully clarified problem.
Intelligence Service is an important part of the state with priority objectives of collecting, analyzing and assessing intelligence and knowledge about other countries, their military and economic potentials, political situations, intentions and scientific knowledge. After 11th September 2001 many countries changed normative frameworks in which Intelligence Services operate. Fight against terrorism now days require much more than just work of Intelligence Services. Political action, financial, legislative, police, military administrative and similar measures are needed within the framework of international organizations at the global, regional and national level in the form of the relevant legislation and its effective implementation.
The case of 11th September has shown that not only Intelligence Services are guilty for it but that a large part of the blame also carries policy. There is a suspicion that the policy itself staged the attack and used it as a pretext to attack Afghanistan and later Iraq. |
