diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo
Abstract
V RS poleg policije deluje tudi občinsko oz. mestno redarstvo. Obe področji urejajo zakoni, in sicer področje dela policije ZNPPol ter ZODPol, področje dela občinskega redarstva pa ZORed. Zakonska določila so za izvedbo obeh področij dela nujno potrebna, saj je le tako omogočeno nemoteno delo policije in občinskega redarstva.
Policija je državni organ v sestavi MNZ RS. Občinsko redarstvo ustanovi občina, če je to mestna občina, pa je to mestno redarstvo. Oba organa nadzoruje resorno ministrstvo.
V Ljubljani deluje ena izmed osmih PU na območju RS, to je PU Ljubljana. Pokriva kar 18 splošnih policijskih postaj, 7 policijskih pisarn, 3 mejne prehode ter 4 področne policijske postaje. Na območju MOL pa deluje tudi prekrškovni organ, imenovan Mestno redarstvo Ljubljana.
Pri opravljanju nalog, katere določa zakon skupaj s policisti, so se občinski redarji dolžni ravnati po navodilu policistov. Ena izmed nalog tako policije kot občinskega redarstva je tudi vzdrževanje javnega reda.
Iz navedenega lahko sklepamo, da je sodelovanje policije in občinskega redarstva zelo pomembno, pomembnost pa se kaže tudi pri uporabi pooblastil, ki jih policisti in občinski redarji pri svojem delu uporabljajo. Res je, da imajo policisti več pooblastil kot občinski redarji, vendar imajo slednji za delo, ki ga opravljajo, tudi vsa potrebna pooblastila.
Policisti in občinski redarji so tiste pooblaščene uradne osebe, katerih delo zahteva učinkovito in strokovno usposabljanje, ob tem pa ugotavljamo, da je policija bolje usposobljena kot občinski redarji, saj so policisti deležni usposabljanja, ki traja dlje kot usposabljanje za občinske redarje.

In the Republic of Slovenia, there is also Municipal Warden Service operating besides the Police. Both fields are regulated by the law, namely the field of police work is regulated by the Act on Police Tasks and Authorities and the Act on Police Organization and Work, and the field of municipal warden activities is regulated by the Act on Local Police. These Acts are necessary for the implementation of these two fields of work, for only law can enable the operations of the Police and Municipal Warden Service to run smoothly.
The Police are a State authority within the Ministry of the Interior. However, the Municipal Warden Service is established by the Municipality; namely, a City Warden Service is thus established by the City Municipality. Both authorities are supervised by the Ministry of the Interior.
One of the eight Police Directorates operating in the territory of the Republic of Slovenia is PD Ljubljana. PD Ljubljana covers as many as 18 general police stations, 7 police offices, 3 border crossings and 4 regional police stations. The City Municipality of Ljubljana has another misdemeanour authority, namely the City Warden Service Ljubljana.
In performing the tasks laid down by the law, together with the police officers, the municipal wardens must follow the instructions of the police officer. One of such tasks of both the Police and the Municipal Warden Service is to maintain public order.
From the latter, we can conclude that collaboration between the Police and the Municipal Warden Service is of utmost importance. Moreover, this importance is shown also in the use of powers used by police officers and municipal wardens in the course of their work. It is true that police officers have more powers than municipal wardens, but the latter have all powers needed to carry out their individual work tasks.
Police officers and municipal wardens are those authorised officials whose work requires efficient and professional training. To continue, we have found that the Police are trained better than municipal wardens, for police training lasts longer than training required for municipal wardens. |
