Impact assessment of small hydropower plants on streams using multicriterial analysis |

Power supply is one of the most burdening economic activity from the standpoint of environment. Directive 2001/77/ES about encouraging production of electric energy from renewable sources demands enlargement of it up to 22.1% till 2010 and Water Framework Directive about water (2000/60/EC) lowering of hydromorfological impacts connected with production of hydro energy untill 2015. Influence on hydromorphology, physical and chemical parameters, water and riparian ecosystem and interventions in landscape should be defined quantitatively and qualitatively. Expert grounding with the assessment of these impacts is the key instrument of the final decision about interventions in streams and assessment of possibility of construction of small hydroelectric power stations. Between different software tools which are available HYPSE- (HYdro Power Systems Evaluations) software is developed especially for multicriterial evaluation by choosing one of the alternative projects of small hydroelectric power station. It is designed for planners, whom offers the tools for estimation how for example different decisions influence on ecology and which relieving and how to improve acceptability of small hydroelectric power station from the ecological standpoint, as also for authorities, which are competent for the field of small hydroelectric power station and have to allow the construction or stop it. By the concrete examples of ten small hydroelectric power stations in northwest Slovenia its applicability is shown. With the decision of criteria values (technologic, economic and ecologic), which of the ten small hydroelectric power stations fulfil them the most, can be estimated. With this procedure different solutions can be estimated. Estimation of a single solution with different involved data can also be done. On the ground of chosen criteria the final decision by the use of this system is simple and objective. |

Energetika je za okolje ena izmed najbolj obremenjujočih gospodarskih dejavnosti. Direktiva 2001/77/ES o spodbujanju proizvodnje električne energije iz obnovljivih virov od držav članic zahteva povečanje deleža obnovljivih virov do 22,1 % do leta 2010, okvirna direktiva o vodah (2000/60/EC) pa, da bi do leta 2015 dosegli zmanjšanje hidromorfoloških vplivov povezanih s proizvodnjo hidroenergije. Vplivi na hidromorfologijo, fizikalne in kemijske parametre, vodni in obvodni ekosistem in poseg v krajino se morajo opredeliti kvalitativno in kvantitativno. Strokovne podlage, z oceno naštetih vplivov, so najpomembnejši element odločitev za posege v vodotoke in oceno možnosti izgradnje malih hidroelektrarn. Med različnimi programskimi orodji, ki so na razpolago, je HYPSE (HYdro Power Systems Evaluations – Vrednotenje hidroenergetskih sistemov) programska oprema, razvita posebej za izvajanje večkriterijskega načina vrednotenja alternativnih projektov hidroelektrarn. Namenjena je tako projektantom, katerim ponuja orodje za oceno, kako na primer različne odločitve vplivajo na okolje ter kako izboljšati sprejemljivost male hidroelektrarne z okoljevarstvenega stališča, kot tudi upravnim organom, pristojnim za področje malih hidroelektrarn, ki morajo namero o gradnji dovoliti ali ustaviti. Na konkretnih primerih, desetih že izvedenih hidroelektrarn na področju severozahodne Slovenije, je prikazana uporabnost tega programa. Z določitvijo vrednosti kriterijev (tehnološki, ekonomski, ekološki) lahko ocenimo, katera izmed desetih hidroelektrarn te najbolj izpolnjuje. S prikazanim postopkom tako ovrednotimo različne objekte. Enak postopek lahko uporabimo tudi za oceno posameznega objekta z uporabo različnih vhodnih podatkov. Na podlagi izbranih kriterijev je lahko končna ocena vplivov z uporabo takega programa enostavna in objektivna. |
