Secondary title: Rural development and cross-border cooperation in the Radlje ob Dravi municipality
Secondary abstract: The aim of this thesis is to present rural funding within the European Cohesion Policy, which finances the EU Member states' programmes for socio-economic development. In the thesis, Structural and Cohesion Funds as well as the great impact of the territorial cohesion on strengthening cross-border and interregional connections are introduced. In 2004, Slovenia became a member of the EU and since 2007 it has been included in the new programme period of the EU Common Agricultural Policy, which positively influences rural development. In the period from 2007 to 2013, Slovenia has been introduced to the Operational Programme for Rural Development. This programme develops agricultural and economic competitiveness, improves environment and countryside as well as the quality of life and the diversification of rural economy. On a local level, in municipalities, the main focus is on local development strategies. The central part of the thesis presents the Radlje ob Dravi municipality and the projects, which were set up through additional European funds. The excluded area within the region, poor economic development and limited life opportunities are critically discussed; however, some suggestions for the improvement of the countryside are added. The main tasks of mutual Slovenia–Austria Cross–border Cooperation Programme are introduced. An analysis on neighbouring Austrian municipalities is included, statistically compared with the Radlje ob Dravi municipality. In addition, dissimilar history of the countries' development is described. Rural development programmes are more successful, if rural inhabitants cooperate with each other, and are essential for reaching the desired goals and successfully finished projects. The thesis also deals with the development of the border area, cross-border cooperation and the significance for joining common projects.

Abstract (ePrints): Namen diplomske naloge je predstaviti financiranje razvoja podeželja preko Kohezijske politike na evropski ravni, kjer se financirajo programi socialno-ekonomskega razvoja v državah članicah EU. Predstavljeni so Strukturni skladi in Kohezijski sklad ter velik vpliv Teritorialne kohezije na krepitev čezmejnega in medregionalnega povezovanja. Leta 2004 je Slovenija postala enakopravna članica EU in od leta 2007 je Slovenija v novem programskem obdobju Skupne kmetijske politike EU, ki zaznamuje pozitivne spremembe razvoja podeželja. Slovenija ima zastavljen Operativni program za razvoj podeželja v obdobju 2007-2013. Program razvija konkurenčnost kmetijstva in gospodarstva, izboljšuje okolje in podeželje ter dviguje kakovost življenja in diverzifikacijo podeželjskega gospodarstva. Na lokalni ravni, v primeru občin, se poudarjajo lokalne razvojne strategije. Osrednji del naloge predstavlja občina Radlje ob Dravi in opisani projekti, ki so bili izdelani s pomočjo dodatnih evropskih sredstev. Kritično je obravnavano izključeno območje znotraj regije, slab gospodarski razvoj in omejene življenjske možnosti, dodani so tudi predlogi za boljše podeželje. Na ravni čezmejnega sodelovanja Slovenija – Avstrija so predstavljene prednostne naloge skupnega Operativnega programa razvoja. Analizirane so sosednje občine na avstrijski strani, ki so statistično primerjane z občino Radlje ob Dravi. Dodatno je opisana različna zgodovina razvoja držav. Razvojni programi podeželja so uspešnejši pri večjem sodelovanju prebivalstva in so temeljnega pomena za doseganje želenih ciljev in uspešno končanih projektov. V cilj naloge je vključen še pogled na razvoj obmejnega območja, na čezmejno sodelovanje in pomen pristopa k skupnim projektom. IV
