Analysis of unsed urban space in the settlement areas for the case of Maribor,Hoče-Slivnica and Rače-Fram municipalities |
Secondary abstract: |
This diploma thesis focuses on the issue of unused urban land within the settlements. The unused urban land is here defined as building land within cities that remains unused while the cities expand outwards – often without a proper plan. In the beginning of the thesis, characteristics of urban settlements in Slovenia, the living habits of Slovenian people and some of the reasons for the current state are described. Here, dispersed settlements, dispersed construction and illegal construction concepts in Slovenia are introduced. Furthermore, the basic procedures of urban planning in Slovenia are presented, with the emphasis on local (municipality level) planning. The concepts of land use, urban land and urban development planning are presented, followed by an overview of relevant legislation and certain instruments guiding land use and spatial development in general. In the second part of the thesis, the results of unsued urban land analysis which has been conducted for the case of three Slovene municipalities – Maribor, Hoče-Slivnica and Rače-Fram, are presented. The analysis was conducted in the GIS environment, based on land use data and the Building Cadastre data. Based on these results conclusions are given, which are further the base for discussion on current state, reasons and possible solutions for the presented topic. |

Abstract (ePrints): |
Diplomsko delo obravnava problematiko nezazidanih stavbnih zemljišč na poselitvenih območjih. Gre za neizkoriščena zemljišča v smislu pozidave, ki ostajajo prosta znotraj naselja, medtem ko se naselja širijo navzven – pogosto nenadzorovano. V nalogi so najprej opisane značilnosti poselitve v slovenskem prostoru, bivalne navade Slovencev in nekateri vzroki za takšno stanje. Predstavljeni so pojavi razpršene poselitve, razpršene gradnje ter črnograditeljstvo. Nadalje so opisani osnovni postopki prostorskega načrtovanja pri usmerjanju in načrtovanju poselitve v Sloveniji, predvsem na lokalni (občinski) ravni. Predstavljen je pojem namenske rabe prostora, predvsem stavbnih zemljišč ter načrtovanja razvoja poselitve. V povezavi s tem je podan pregled pravnih predpisov ter nekaterih instrumentov za usmerjanje rabe zemljišč in splošno prostorskega razvoja. V drugem delu diplomske naloge so predstavljeni rezultati analize nezazidanih stavbnih zemljišč v poselitvenih območjih v treh slovenskih občinah – Maribor, Hoče-Slivnica in Rače-Fram. Analiza je bila opravljena v okolju GIS na podlagi namenske rabe prostora in katastra stavb. Na osnovi teh rezultatov so podane ključne ugotovitve, ki so podlaga za razpravo o stanju v prostoru, vzrokih in možnih rešitvah v sklopu obravnavane problematike. |
