Secondary abstract: |
In the cadastre of buildings the data on buildings and parts of buildings are recorded. The
procedure of a building and building parts entries into the cadastre of buildings consists of a
technical and an administrative part. The technical part of the procedure is executed by the land
surveying and mapping firm, which possesses a permit to perform geodetic services, on the basis
of the contract, or by the company which draws up the project documentation. The result of the
technical part of the procedure is the expert’s detailed report on the cadastre of buildings and
parts of buildings which includes the floor plan for the entire building and is the expert’s
groundwork for the introduction for the administrative part of the procedure at the Surveying and
Mapping Authority. On the basis of the request of the requerrant and the data from the expert’s
detailed report on the cadastre of buildings and parts of buildings, the Surveying and Mapping
Authority enters the buildings and parts of buildings in the cadastre and delivers the decision on
the entry.
This final thesis deals in detail with the procedure of the drawing up of the expert’s detailed
report on the change of the first entry in the cadastre of buildings by taking into account all the
statutory provisions.
The Act on Amending Real Estate Registration and the Rules on Building Cadastre Registration
are presented in detail. The thesis also deals with the difference between the first entry in the
cadastre of buildings and the amendment to the first entry in the cadastre of buildings. Moreover,
the author presents the necessary forms for the delivery of the expert’s detailed report as well as
the questionnaires, which are an integral part of the expert’s detailed report. The thesis also
contains an example of the drawing up of the expert’s detailed report on the amendment to the
entry in the cadastre of buildings. |

V katastru stavb se evidentirajo podatki o stavbah in o delih stavb. Postopek vpisa stavbe in delov stavb v kataster stavb sestavljata tehnični in upravni del. Tehnični del postopka na podlagi naročila izvaja geodetsko podjetje, ki ima dovoljenje za opravljanje geodetskih storitev ali podjetje, ki izdeluje projektno dokumentacijo. Rezultat tehničnega dela postopka je elaborat katastra stavb in delov stavbe, ki vsebuje etaţni načrt za celotno stavbo in je strokovna podlaga za uvedbo upravnega dela postopka pri Geodetski upravi. Geodetska uprava na podlagi zahteve vlagatelja in podatkov elaborata katastra stavb in delov stavb vpiše stavbo in dele stavbe v kataster stavb in o vpisu izda odločbo. Diplomska naloga podrobneje predstavlja potek izdelave elaborata spremembe prvega vpisa v kataster stavb, pri tem so upoštevana vsa zakonska določila. Podrobneje je predstavljen zakon o evidentiranju nepremičnin, pravilnik o vpisih v kataster stavb. Prestavljena je razlika med prvim vpisov v kataster stavb in spremembo prvega vpisa v kataster stavb. Prestavljeni so potrebni obrazci za oddajo elaborata in vprašalniki, ki so sestavni del elaborata. Dodan je tudi praktičen primer izdelave elaborata spremembe vpisa v kataster stavb za poslovno trgovski center ''Super mesto''. |
