Real estate records in the Republic of Slovenia in the past, present and future |
Secondary abstract: |
The graduation thesis discusses the development of real estate records in the territory of the Republic of Slovenia. The first part is devoted to the historic development of real estate records, whereas the remainder of the thesis focuses on a more detailed review of real estate registers in the Republic of Slovenia after the fall of Yugoslavia. This development has been significantly affected by the process of joining the European Union, as Slovenian efforts for modernisation of the real estate records management system have to be in line with general guidelines in the whole European Union. Examples of such thorough substantive and organisational reforms of key real estate records are the three projects with a view to modernising the real estate records managment systems in Slovenia, which clearly correspond to the recommendations within the framework of the European INSPIRE directive. The results of these projects are presented in the final chapter of this graduation thesis, which concludes that not all goals have been achieved regarding these projects and that the management of real estate records in Slovenia still has room for improvement. |

Pričujoče diplomsko delo obravnava razvoj evidenc nepremičnin na ozemlju današnje Republike Slovenije. V prvem delu je opisan zgodovinski razvoj evidentiranja nepremičnin nasploh, nato pa sledi konkretnejši pregled razvoja nepremičninskih evidenc v Republiki Sloveniji po razpadu Jugoslavije. Na ta razvoj je ključno vplival proces pribliţevanja Slovenije polnopravnemu članstvu v Evropski uniji, saj je morala Slovenija svoja prizadevanja v zvezi s posodobitvijo evidentiranja nepremičnin uskladiti s smernicami na območju celotne Evropske unije. Primeri takih korenitih vsebinskih in organizacijskih reform temeljnih nepremičninskih evidenc so trije projekti s ciljem posodobitve evidentiranja nepremičnin v Republiki Sloveniji, ki so v veliki meri usklajeni s priporočili v okviru evropske direktive INSPIRE. O rezultatih teh projektov za posodobitev evidentiranja nepremičnin v Sloveniji je govora v zadnjem poglavju tega diplomskega dela, pri čemer je ključna ugotovitev ta, da vsi cilji v okviru omenjenih projektov še niso bili doseţeni in da delovanje nepremičninskih evidenc na območju Republike Slovenije še ni optimalno. |
