Secondary title: Early stage estimation of construction project costs
Secondary abstract: Civil engineers are often accused of not respecting the financial plans which consequently means that the final costs of the project are exceeded. Therefore, I was interested in factors that contribute most to this phenomenom and in identification of methods to determine the exact final total price. The closer we are to the project completion, the more accurate the final overall price can be determined. The goal of my thesis is to compare different methods for the determination of costs in early stages of the construction project, where several parameters are not yet determined. As these methods are not yet established in Slovenia, and there are no Slovenian data available, I will try to determine which method is most suitable for Slovenian conditions. The first part of the thesis presents various problems related to total construction project cost determination in the early stages of the project. Several studies carried out by researchers from different countries are presented and discussed. Special attention is devoted to the method proposed by C. Stoy and co-authors who have proposed, on the basis of a set of empirical data, an empirical model for the determination of total cost in the early stage of the construction project. The model is limited to residential buildings. Further, the applicability of the model is tested for two Slovenian cases. Since the coefficients embedded in the model are determined on the basis of German data, the results for Slovenian case studies show certain discrepancies. It can be concluded that a larger number of empirical data should be gathered in order to adapt the model to Slovenian construction market conditions.

Abstract (ePrints): Gradbenikom se pogosto očita, da se ne drţijo finančnih planov in se končna cena ob koncu projekta vedno poviša, zato me je zanimalo, kateri so dejavniki, ki k temu največ prispevajo in identifikacija metod, s katerimi bi se dalo določiti natančno končno ceno. Bliţje kot smo koncu projekta, bolj natančno lahko določimo končno ceno. Cilj moje diplomske naloge je, da primerjam metode, ki določujejo stroške v začetnih fazah projekta, ko marsikateri parameter ni še jasno določen. Ker v Sloveniji takšnih metod ne poznamo in nimamo na razpolago ustreznih podatkov, bom poskusil ugotoviti, katera metoda bi bila najbolj primerna za slovenske razmere. Začetni del moje diplomske naloge predstavlja probleme določevanja cene v začetnih fazah gradbenih projektov. V njem predstavljam različne študije tujih strokovnjakov in njihove ugotovitve komentiram. Posebej se bom posvetil študiji Christiana Stoy-a in njegovih sodelavcev, ki so na podlagi empiričnih podatkov razvili preprost model za določitev cene. Formula je prilagojena nemškemu trgu in je omejena na stanovanjske objekte. V nadaljevanju uporabim model Stoy-a na dveh slovenskih primerih. Zaradi razlike v cenah med dvema trgoma se pojavijo razlike. Končni sklep je ta, da za boljo prilagoditev modela našemu trgu bi potreboval veliko večjo bazo podatkov.
