Secondary abstract: Graduation thesis discussing about optimization of investment costs of municipal infrastructure with cost model MONKI. Computer program MONKI version 1.0 (Model for Optimal Planning of Municipal Infrastructure) is a model that evaluates the costs of sewerage and wastewater treatment infrastructure. It enables evaluation of investment, operation, maintenance and amortization costs. The goal of this graduation thesis was to estimate the usefulness of the program in calculating the costs of basic studies and pre-investment analysis. In the graduation thesis I introduced the current condition of sewerage in Slovenia and legal frames in the area of sewerage and wastewater treatment. I described optimization model, used for conduction of the analysis, methodology of the actual construction of the model, parameters of the model and how the model functions. The optimization method was applied on part of the municipality with cost comparison of four variants. Results obtained with the model, comparison of differences between individual costs and optimal variant are presented. Optimal variant and comparison of investment costs involved in building infrastructure for sewerage and wastewater treatment plants were made. Also the comparison of the results (gained with model MONKI) with other methods for the evaluation of investment costs by different authors has been made and an evaluation of preciseness and usefulness of the model has been given.

Abstract (ePrints): Diplomsko delo obravnava optimizacijo investicijskih stroškov komunalne infrastrukture s pomočjo stroškovnega modela MONKI. Računalniški program MONKI ver. 1.0 (Model za optimalno načrtovanje komunalne infrastrukture) je model za oceno stroškov komunalne infrastrukture. Omogoča oceno tako investicijskih, obratovalnih, vzdrževalnih kakor tudi amortizacijskih stroškov. Cilj diplomske naloge je oceniti uporabnost tega programa pri oceni investicijskih stroškov idejnih študij in pred-investicijskih analiz komunalne infrastrukture. V nalogi je predstavljeno stanje komunalne infrastrukture v Sloveniji ter zakonski okvir na področju odvajanja in čiščenja komunalne in padavinske odpadne vode in opisane pomembnejše zakonske smernice. Opisan je optimizacijski model, s katerim je potekala analiza, metodologija izdelave modela, parametri modela ter njegovo delovanje. Izdelan je praktični del optimizacijske metode na podlagi modela t.j. analiza ureditve kanalizacijske infrastrukture dela občine ter analiza investicijskih stroškov štirih variant. Podrobno so predstavljeni rezultati modela, izdelana je primerjava razlik posameznih variant in izbrana optimalna varianta. Prav tako je izdelana primerjava rezultatov modela MONKI z drugimi metodami za oceno investicijskih stroškov različnih avtorjev ter podana ocena natančnosti modela ter ocena uporabnosti modela.
