Secondary abstract: Floods are a major issue in the Republic of Slovenia and in the EU as well. They are not only the cause of great financial losses, but also of human suffering and loss of life. The Slovene rescue and relief system works very well, but there is still room for improvement, especially on the field of contingency planning. The current contingency plans lack operative information and data for better crisis management. Therefore creation of operation plans that would include operation maps, on which data to help intervention would be presented is proposed. The goal is to improve crisis management in the first moments (hours) of the flood event in the state of crisis when every help is more than useful. Such maps or operational plans including maps of that type are already in use in some European states. Somewhere these have even been tested in crisis situations. And their good use in such situations is another reason to implement them in Slovenia as well. Methodology for the creation of such operation plans and maps is presented and tested on an example for the Mozirje municipality, Slovenia.

Abstract (ePrints): V naši ožji in širši domovini (EU) so poplave pereč problem, ki povzroča ne le veliko materialne škode, marveč tudi človeške stiske in izgubo življenj. Pri nas sistem varstva pred poplavami zelo dobro deluje. Kljub temu pa so možne izboljšave, predvsem v izboljšanju vnaprejšnjega načrtovanja intervencij. V obstoječih Načrtih zaščite in reševanja ob poplavah primanjkuje informacij povsem operativne narave, ki bi bile namenjene lažjemu odločanju v času intervencije. Zato se predlaga obogatitev obstoječih načrtov z izdelavo operativnih načrtov zaščite in reševanja ob poplavah, ki bi na kartah na pregleden način prikazovali za intervencijo pomembne podatke. Ideja je, izboljšati ukrepanje v prvih trenutkih (urah) po pojavu poplave, ko je zaradi nastale krize odločanje najtežje in je vsaka pomoč pri pridobivanju in interpretaciji informacij več kot dobrodošla. Podobne karte, oziroma načrti opremljeni s takimi kartami, so v nekaterih evropskih državah že v uporabi. Ponekod je bila njihova uporabnost celo preizkušena v poplavnih dogodkih. Prav dobri odzivi iz samih intervencij pa nagovarjajo k širitvi njihove uporabe, tudi pri nas. V okviru diplomske naloge je bila predlagana metodologija za izdelavo takšnih kart, ki je predstavljena na primeru območja občine Mozirje.
