Safety at level crossing equipped only with the warning cross |

In the complex traffic network of roads and railways, there are crossings which from the point of view of the traffic safety represent vulnerable points of system where there also necessarily arise conflicts. Consequences in these places are largely the most fatal for the participants. In Slovenia there are 888 roads and railway lines level crossings. Lenght of all the railway lines amounts 1228 kilometres, it means that one level crossing comes to aproximately each kilometre of the line. Among the whole number off level crossings there are more than 61 % of the equipped or secured only by traffic signs. The number of secured road railway crossing is unfortunately still in minority, and the percentage of the unsecured crossing is still to high. The clear view of the level crossing is one of the important factors of the traffic safety, especially in cases when the crossing is not protected wit appropriate technical devices. The purpose of this paper is a review of domestic regulations, which regulates a sphere of assuring sight distance on level crossing and give the proposal for its assurance. A decrease by danger on level crossings would be at least partially achieved by that, and consecutively the number of exceptional events would also be decreased, mainly those with tragic consequences. |

V prometnem omrežju cest in železnic neizogibno prihaja do medsebojnih križanj, ki s stališča varnosti prometa predstavljajo ranljiva mesta sistema, kjer nujno prihaja tudi do konfliktov. Posledice prometnih nesreč na teh mestih so praviloma za udeležence najusodnejše. V Sloveniji je 888 nivojskih križanj cest z železniškimi progami. Dolžina vseh železniških prog znaša 1228 kilometrov, kar pomeni eno nivojsko križanje na približno vsak kilometer proge. Več kot 61 % nivojskih križanj je zavarovanih le s cestnimi prometnimi znaki. Število zavarovanih cestno železniških prehodov je žal še vedno v manjšini, odstotek nezavarovanih pa še vedno prevelik. Preglednost na nivojskih prehodih predstavlja enega od pomembnih dejavnikov za zagotavljanje varnosti prometa, zlasti v primerih, ko cestni prehod ni zavarovan z ustreznimi tehničnimi sredstvi. Namen naloge je pregled domače regulative, ki ureja področje zagotavljanja preglednosti na nivojskih prehodih, in podati predloge za njeno zagotovitev. S tem bi vsaj delno dosegli zmanjšanje nevarnosti na nivojskih prehodih, posledično bi se zmanjšalo tudi število izrednih dogodkov, predvsem tistih s tragičnimi posledicami. |
