Secondary abstract: Water has environmental, social and economic importance, which is why it should be handled wisely. The legislation regulating water management requires maps and displays of spatial phenomena, but both state and private institutions as well as the public have their needs too. In the same way the water bodies are inseparably linked with their surroundings and accompanying phenomena, also the maps showing these phenomena are closely linked and interdependent. In order to be able to cope with such a quantity of maps, their quality, interdependence, their data sources and area coverage, creating a system of thematic maps for water management is the most economical and rational decision to be made. In the first part of the thesis the phenomenon of water and water management is discussed. This is followed by the development of the concept of the system that defines reasons for introducing the system, its users, the principles and levels of the system, map design and a suggestion of technical implementation. In the second part of the thesis the concept is realized with a list of all the maps in the system and their properties. Assuming that some characteristics and parameters of the maps are the same, the editorial plan of the system of thematic maps is introduced. Special editorial plans are made for four maps with different scales and themes and complemented with the printed maps in appendix.

Abstract (ePrints): Voda ima okoljski, družbeni in gospodarski pomen, zato moramo z njo ravnati premišljeno. Zakonodaja, ki ureja področje gospodarjenja z vodami, predpisuje karte in prikaze prostorskih pojavov, svoje potrebe pa imajo tudi državne in zasebne institucije ter javnost. Tako kot so vodna telesa enotni objekti, neločljivo povezani s svojo okolico in spremljajočimi pojavi, so tudi karte, ki te pojave prikazujejo, močno medsebojno povezane in soodvisne. Da lahko obvladujemo takšno količino kart, njihovo kakovost, medsebojno odvisnost, njihove podatkovne vire in pokritost območij, je uvedba sistema tematskih kart za gospodarjenje z vodami najbolj ekonomična in gospodarna odločitev. V prvem delu diplomske naloge je obravnavan pojav voda in gospodarjenje z njimi. Sledi razvoj koncepta sistema, ki opredeli razloge za uvedbo sistema, uporabnike, načela, ravni, oblike kart in predlog tehnične izvedbe. V drugem delu naloge je koncept sistema realiziran v obliki seznama vseh kart v sistemu in njihovih lastnosti. Ob predpostavki, da imajo karte iz sistema določene lastnosti in parametre enake, je izdelan redakcijski načrt sistema tematskih kart. Za štiri karte različnih meril in problematike so izdelani še podrobni redakcijski načrti kart, ki opredeljujejo nedefinirane in drugačne parametre, skupaj s poizkusnimi izseki v tiskani obliki.
