Update of record about inspection of traffic accident |

This thesis describes a police record about inspection of a traffic accident site. At the beginning a content of police record is shown and analyzed as well as the base of information regarding traffic accidents that represents a collection of data gathered from all records of traffic accidents. Through the analysis of the record and the base it is concluded that data about locations of traffic accidents in settlements and municipality roads are so incomplete that they are often useless.
Further, traffic accidents on a defined part of a state road R2-426, section 1269 Pesje - Gorenje in years 2002 - 2011 are shown and analyzed. By the analysis of accidents the following data is obtained: frequency of traffic accidents through described years, main reasons for traffic accidents, influences of surroundings and locations where accidents occur more frequently. Also measures taken to increase safety on defined section in focus period are analyzed and compared to data regarding traffic accidents in the base of police records. It was discovered that data regarding causes of traffic accidents does not match with data regarding number of accidents and measures taken on roads in focused period. By the analysis of causes of traffic accidents on observed section stated at police records, it is concluded that causes of traffic accidents were often wrongly interpreted. This is shown already through information that at the time of traffic accidents roadway was mostly wet or slippery. Further, the generally stated cause of accident - speed, is negated by the fact that after milling of roadways and subsequent renovation of wearing layers, number of accidents reduced drastically although higher speed on critical places was allowed.
Through the analysis of previously described and also other data it is concluded that quality of base of information and quality of record of traffic accidents can be significantly improved. This can be accomplished by adding certain data and/or by parsing certain data more thoroughly. In this way the influence of subjective judgment can be minimized. Location of traffic accident needs to be determined more accurately with use of GPS technology. By the available modern hardware and software the record can be made already on the site of accident, entering the required data to the base.
Quality base of data regarding traffic accidents can be obtained only by adequately protected area information system (GIS), accessible on the site of traffic accident via internet and with average notebook, GPS receiver and wireless connection through mobile network. In this way entering data to the base and creating record of the inspection can be done on the spot and most importantly at the moment, when the inspection is being executed and all needed data are still directly accessible.
Data gathered this way can help road-traffic profession by discovering critical points and eliminating them in order to increase traffic safety. |

V diplomski nalogi je obravnavan policijski zapisnik o ogledu kraja prometne nesreče. Najprej sta prikazani in analizirani vsebina policijskega zapisnika o ogledu kraja prometne nesreče in baza podatkov o prometnih nesrečah, ki predstavlja zbirko podatkov iz vseh zapisnikov o prometnih nesrečah. Iz analize zapisnika in baze podatkov o prometnih nesrečah je ugotovljeno, da so podatki o lokacijah prometnih nesreč v naseljih in na občinskih cestah tako nepopolni, da velikokrat sploh niso uporabni.
Analizi zapisnika sledita prikaz in analiza prometnih nesreč na izbranem odseku državne ceste R2-426, odsek 1269 Pesje-Gorenje, v obdobju od 2002 do vključno 2011. Z analizo nesreč so pridobljeni podatki o pogostosti pojavljanja nesreč v obravnavanih letih, o najpogostejših vzrokih za prometne nesreče, vplivih okolja in mestih, na katerih se nesreče pogosteje pojavljajo. V nadaljevanju so analizirani ukrepi, izvedeni na obravnavanem odseku v tem obdobju, in primerjani s podatki o prometnih nesrečah, vnesenih v bazo iz policijskih zapisnikov. Ugotovljeno je, da se podatki o vzrokih prometnih nesreč ne ujemajo s podatki o številu nesreč in izvedenimi ukrepi na cesti v določenih časovnih obdobjih. Z analizo podatkov o vzrokih prometnih nesreč na obravnavanem odseku, ki izhajajo iz policijskih zapisnikov, je ugotovljeno, da evidentirani vzroki za pojav nesreč v veliko primerih niso bili pravilno ugotovljeni. Na to kaže že podatek, da je bilo v času prometnih nesreč vozišče po večini mokro ali spolzko. Še bolj pa glavni navedeni vzrok nesreč, to je hitrost, izpodbija dejstvo, da je po rezkanju vozišča in postopni obnovi obrabne plasti število nesreč drastično upadlo kljub višji dovoljeni hitrosti na najbolj kritičnem mestu.
Analizirani so bili tudi drugi podatki in ugotovljeno je bilo, da je mogoče kvaliteto baze podatkov in zapisnika o prometnih nesrečah bistveno izboljšati. To lahko zagotovimo tako, da dodamo določene podatke in da določene podatke podrobneje razčlenimo ter s tem zmanjšamo vpliv subjektivne ocene posameznika. Lokacijo mesta prometne nesreče je treba določiti natančneje z uporabo GPS- tehnologije. Glede na razpoložljivo sodobno strojno in programsko opremo je mogoče tudi zapisnik na kraju samem izdelati na podlagi zajema oziroma vnosa vseh zahtevanih podatkov v bazo.
Kvalitetno bazo podatkov o prometnih nesrečah lahko predstavlja samo ustrezno zavarovan prostorski informacijski sistem (GIS), dostopen na kraju nesreče prek spleta, s povprečno dobrim prenosnim računalnikom, GPS-sprejemnikom in brezžično povezavo prek mobilnega omrežja. S tem bosta na kraju samem omogočena vnos podatkov v bazo in obenem izdelava zapisnika o ogledu v času, ko so vsi potrebni podatki še neposredno dostopni.
Tako pridobljeni podatki bodo pripomogli cestnoprometni stroki pri odkrivanju kritičnih točk in njihovi sanaciji, s tem pa se bo izboljšala prometna varnost. |
