Secondary abstract: The reconstruction of state roads that pass through small rural settlements is important for the economic and tourism development of the settlement and its surroundings. The existing state roads pollute the centre of settlements with noise, exhaust gasses and heavy metals. Traffic obstructions such as various house connections, narrowing of roads, pedestrian and cyclist traffic on narrow roads in such settlements disturb the original clustering function of state roads and lower the traffic safety. In case when we cannot ensure a safe and smooth traffic flow in a satisfactory way and a friendly traffic regime for locals when reconstructing the road through the settlement, it is necessary to propose an alternative solution: a new road passing by the settlement – a bypass, which must provide two objectives: a) Fluent (uninterrupted) road connections to major urban centres, and b) An arrangement of settlement’s interior so that it is friendly for residents and attractive to tourists. This thesis presents the examination approach of road network reconstruction in Dobrovo settlement in Brda. By analyzing the problems of the settlement and considering the conditions and limitations, we recommend a bypass construction, which will lead the busiest road out of the settlement. A special attention shall be also given to the siting of route. It is important to keep the bypass near the settlement at such distance that it will not interfere with the settlement’s stay, but at the same time it will still be available to visitors. In the settlement’s interior, the roads will be arranged to ensure the safety of pedestrians and transportability of a relevant vehicle. For smaller rural settlements it is important the market organization of the centre, where various events take place. The main square can also be completely closed for all traffic for a longer time, because the bypass allows a smooth flow of vehicles near the settlement.

Abstract (ePrints): Rekonstrukcija državnih cest, ki potekajo skozi manjša ruralna naselja, je pomembna zaradi gospodarskega in turističnega razvoja samega naselja in njene okolice. Obstoječe državne ceste onesnažujejo središča naselij s hrupom, izpušnimi plini in težkimi kovinami. Zaradi prometnih ovir, ki jih predstavljajo številni hišni priključki, zožitve, promet pešcev in kolesarjev v ožinah v takih naseljih je motena prvotna povezovalna funkcija državne ceste in zmanjšana prometna varnost. V primeru, ko z rekonstrukcijo ceste skozi naselje ne moremo zadovoljivo zagotoviti tekočega in varnega prometa in hkrati prijaznega prometnega režima za domačine, je potrebno predlagati drugo rešitev: novo cestno povezavo mimo naselja – obvoznico, ki mora zagotavljati dva cilja: a) tekoče (neprekinjene) prometne povezave do večjih mestnih središč in b) ureditev notranjosti naselja tako, da bo prijazno za prebivalce in atraktivno za turiste. V diplomski nalogi je prikazan preizkus pristopa za rekonstrukcijo cestne mreže v naselju Dobrovo v Brdih. Z analizo problematike naselja ter upoštevanjem pogojev in omejitev se predlaga izgradnjo obvoznice, ki bo najbolj obremenjeno cesto vodila izven naselja. Pri tem je posebno pozornost potrebno posvetiti umeščanju trase v prostor. Pomembno je, da se obvoznico vodi mimo naselja na taki oddaljenosti, da ne bo motila bivanja, a hkrati bo še vedno prometno dostopna za obiskovalce. V notranjosti naselja se ceste uredi tako, da se zagotovi varnost pešca in prevoznost merodajnemu vozilu. Za manjša ruralna naselja je pomembna tržna ureditev središča, na katerem se dogajajo različne prireditve. Osrednji trg je lahko tudi dlje časa popolnoma zaprt za ves promet, obvoznica pa omogoča nemoteno vožnjo mimo naselja.
