Abstract

V investicijski dokumentaciji projektov prometne infrastrukture je obvezna vsebina finančna in ekonomska analiza njihove učinkovitosti. V slednji se na podlagi identificiranja in ocenjevanja pričakovanih učinkov investicije z vidika družbe kot celote ugotovi njena družbeno-ekonomska ocena učinkovitosti. Učinki projektov prometne infrastrukture zajemajo t. i. direktne vplive; to so vplivi na uporabnike prometne infrastrukture in t.i. eksterni vplivi, ki jih ti povzročajo družbi in okolju; ter širše družbene in ekonomske vplive oziroma t.i. indirektne vplive. V ekonomski analizi se investicija glede na denarno ovrednotene učinke ocenjuje z metodo analize stroškov in koristi, ostale učinke pa se v vrednotenje vključi z njihovimi kvalitativnimi opisi. V diplomski nalogi sem obravnavala za analizo stroškov in koristi v sklopu postopka ekonomske analize učinkovitosti projektov prometne infrastrukture potreben izračun koristi uporabnikov oziroma udeležencev v prometu. Pri tem sem se osredotočila na program TUBA (»Transport Users Benefit Appraisal«) Ministrstva za promet Velike Britanije. Ta temelji na metodi izračuna na podlagi matričnih vhodnih podatkov, to so matrike potovanj in matrike stroškov potovanj, ki se pridobijo neposredno iz prometnega modela. Ta metoda izračuna omogoča dobro oceno koristi uporabnikov, ko te izhajajo predvsem iz prihrankov na času potovanj. Ti pa so še toliko večji, ko na omrežju zaradi preseženih kapacitet prihaja do zastojev in zamud ter posledično daljših potovalnih časov uporabnikov. Prav zaradi tega se za ocenjevanje projektov prometne infrastrukture, ki se načrtujejo na urbanih območjih, program že nekaj let uporablja tudi v Sloveniji.

Secondary title: Economic and financial analysis of transport projects effectiveness
Secondary abstract: The financial and economic analysis of the effectiveness is a mandatory element of investment documentation of transport projects. The evaluating social and economic effectiveness of an investment project is based on the identification and appraisal of its expected impact on society as a whole. The effects of transport infrastructure projects include the so-called direct impacts, which affect the users of transportation infrastructure and also external impacts caused to society and the environment, which are not taken into the account. The wider social and economic impacts or the so-called indirect impacts are also included. In the economic appraisal of a transport project the monetised effects are usually appraised with the method of cost-benefit analysis, while other effects are included in the whole appraisal with the qualitative descriptions. This diploma thesis studies the costbenefit analysis within the process of the economic appraisal of transport projects necessary calculation of the user benefit, with the main focus on transport economic appraisal software TUBA, which was developed by the Department for Transport of Great Britain. The calculation method is based on the matrix input data, these are trip matrices and cost matrices, extracted directly from the traffic model. This method provides a good estimate of user benefits gained through savings in travel time and is even greater when the traffic demand exceeds network capacity that leads to congestion and delays, and consequently, longer travel times. For the appraisal of transport infrastructure projects planned in urban areas, the program has been in use for several years in Slovenia.
