Abstract

Povzeto po zakonu, javno-zasebno partnerstvo predstavlja razmerje zasebnega vlaganja v javne projekte oziroma javnega sofinanciranja zasebnih projektov, ki so v javnem interesu, in je sklenjeno med javnim ter zasebnim partnerjem. S sprejetjem zakona o javno-zasebnem partnerstvu so občine in država dobile pravno podlago za izvajanje projektov v obliki javno-zasebnih partnerstev. S tem so se odprla vrata, ki so zasebnemu sektorju omogočila, da prevzame aktivnejšo vlogo. Za investiranje in razvoj pa moramo imeti jasno zastavljene in opredeljene cilje, izdelano oceno tveganja in projicirano finančno sliko. Možni viri financiranja so različni, kar smo opredelili v teoretičnem delu predmetne naloge. Ker država ne zmore obsežnega financiranja vzpostavitve javnih dobrin, se je tekom let razvil omenjen koncept javno-zasebnega partnerstva, kar je pospešeno vključevalo zasebni sektor v financiranje izgradnje infrastrukture in posledično upravljanje ter zagotavljanje raznoraznih storitev. V nalogi smo opredelili koncept javno-zasebnega partnerstva, saj povezuje tako interese javnega kot zasebnega sektorja, in na praktičnem primeru prikazali projekt oskrbe dobave s toploto v Mestni občini Maribor. Projekti javno-zasebnih partnerstev so projekti, ki so v javnem interesu in so namenjeni vzdrževanju ali upravljanju javne infrastrukture.

Secondary abstract: Summarized by law, a public-private partnership represents the ratio of private investment in public projects and public funding of private projects that are in the public interest and is between public and private partners. With accepted law on Public-Private Partnership, the municipalities and the state was given a legal basis for the implementation of projects in the form of public-private partnerships. This has enabled for the private sector to play a more active role. For investment and development, we must have a clear direction and defined objectives, the risk assessment and projected financial picture. Possible funding sources are different, which we have identified in the theoretical part of the study. Since the state is unable to finance the establishment of a comprehensive public assets, has over the years developed the concept of public-private partnership, which is increasingly involve the private sector in financing of infrastructure and consequently manage and provide variet services. In this study, we defined the concept of public-private partnership, because it connects the interests of the public and private sectors. On a case study we show the project of energy supply in Mestni občini Maribor. Projects Public-private partnerships are projects that are in the public interest and are intended to either maintenance or management of public infrastructure.
