Abstract

V diplomski nalogi so predstavljeni možni modeli reševanja problematike potresno ranljivih večstanovanjskih stavb v centru Ljubljane, zgrajenih v povojnem času. V sklopu tega sta zajeta dva modela. Prvi sloni na ekonomski odločitvi oziroma analizi stroškov in koristi. Analiza je narejena na okviren način, saj je potres hipotetično oddaljena vrednost oziroma ni mogoče integrirati eksaktne verjetnosti potresnega dogodka in njegovih učinkov. V sklopu tega modela so zajeti trije možni scenariji rehabilitacije stavbe: scenarij brez ukrepanja, scenarij potresne in energetske sanacijo stavbe in scenarij porušitve obstoječe in ponovne izgradnje stavbe z enakimi tlorisnimi karakteristikami. Možni izidi so različne stopnje poškodovanosti stavbe oziroma uničenje stavbe. Ekonomski model je izrazito šibak v svoji analitični moči, saj po eni strani daje jasne indikatorje, ki kažejo na to, da lastniki niso ekonomsko zainteresirani za predpotresno sanacijo, po drugi strani pa je zaradi pomanjkljivih podatkov močno nenatančen. Drugi model smo, zaradi predpostavke potresa kot hipotetično zelo oddaljenega dogodka in izrazite ekonomske neupravičenosti prvega modela, temeljili predvsem na lastnikovi percepciji potresne ranljivosti in zainteresiranosti za vlaganje v kakršnokoli protipotresno sanacijo. Zanimalo nas je tudi, ali lahko potresna ranljivost stavbe vpliva na ceno nepremičnine.

Secondary title: Real estate owner's pre-earthquake strengthening decision making framework
Secondary abstract: In the thesis different possible scenarios of pre-earthquake strengthening of the resident buildings, constructed between years 1945 and 1962. They are located in the center of Ljubljana. For this purpose two models were considered. The first one is based upon the cost-benefit analysis of the preearthquake rehabilitation. The analysis is performed in generalized way, because of the hypothetically distant possibility of different earthquake scenarios and difficulties in forecasting the exact probabilities of the earthquake intensity and probability and its effects on the structure. This model includes three possible scenarios for building rehabilitation: no action scenario, pre-earthquake strengthening and improvement of energy efficiency scenario and re-building scenario with equal ground plan characteristics. This model is very weak in its analytical power, as it on one hand gives clear indicators that the owners are not economically interested in the pre-earthquake rehabilitation, while on the other hands it has the strong impact of uncertain inputs. The second model is based on the owner's perception of seismic vulnerability and interest of investing in any pre-earthquake strengthening. We were also interested in how to include earthquake vulnerability in real estate value.
