Abstract

Poplave in suše v Vipavski dolini so, v večjem ali manjšem obsegu, že kar vsakoletna stalnica. Poplave največ škode povzročijo v spodnji Vipavski dolini, medtem ko suša najbolj prizadene srednjo in predvsem zgornjo Vipavsko dolino. Stanje odtočnega režima je rezultat precej dolgega zgodovinskega razvoja urejanja reke Vipave in njenih pritokov, zato je bil namen diplomske naloge pregled razvoja in analiza stanja urejanja, kar je osnova za nadaljnje urejanje odtočnega režima reke. Kot izhodišče smo privzeli osemdeseta leta prejšnjega stoletja, ko se je zaradi odločitve Skupščine SRS, da postane Vipavska dolina »vrt Slovenije«, le-to začelo urejati za intenzivno kmetijsko proizvodnjo. Iz tega obdobja do leta 1990 izhajajo najobsežnejše ureditve vodotokov v Vipavski dolini. Poleg razvoja intenzivnega kmetijstva (namakanje, osuševanje) je bil pomemben cilj tudi poplavna varnost. Za izvedbo teh ciljev so načrtovali veliko ukrepov od izvedbe melioracij, izgradnje akumulacij in namakalnih sistemov, do regulacije delov reke Vipave in nekaterih njenih pritokov. Načrta pa do začetka devetdesetih let, ko je SFRJ razpadla, niso realizirali v celoti, stanje do danes pa se ni bistveno spremenilo oziroma so se celo nekatere, že izvedene ureditve, zaradi pomanjkljivega vzdrževanja degradirale. V diplomski nalogi smo, glede na dostopno literaturo, podali pregled načrtovanih, izvedenih in neizvedenih ukrepov na porečju reke Vipave in usmerili nadaljnje raziskave za izboljšanje stanja v smeri, skladni s trenutnimi cilji urejanja voda.

Secondary title: Analysis of Outlines for the Vipava River Conveyance Management
Secondary abstract: Floods and droughts occur in the Vipava valley on more or less annual basis. Floods are causing the most damage in lower Vipava valley whereas droughts have bigger impact on middle and upper Vipava valley. Conveyance condition is a result of relatively long historical management development of the Vipava river and its effluents. Having said that, the purpose of this thesis was to present an overview of the development and state of management analysis which is the basis for further conveyance management of the river. For the point of reference we took the eighties of the last century, this is when the Assembly of Slovenia decided to transform Vipava valley into the “garden of Slovenia” and to start managing it for intensive agricultural production. From this period till 1990 originate the most important implemented measures for watercourses management in Vipava valley. Besides intensive agricultural development (irrigation, drying of land) a very important goal was flood safety. To implement these aims several measures were planned: drainage works, reservoir construction (riverine impoundments) and irrigation systems to regulations of the Vipava river sections and some of its effluents. By the beginning of the nineties when SFRJ fell apart the planned measures were not completely implemented, hence progress was halted and the condition of the valley has not changed much till this day in fact some of the implemented measures have already deteriorated due to insufficient maintenance. Based on available literature this thesis contains an overview of planned, executed and unexecuted measures in Vipava river basin and together with directions for further research in improving the condition according to current goals of water management.
