Abstract
Obrambno načrtovanje je kompleksen proces, ki poteka v nacionalnih okvirih, kakor tudi v povezavi z obrambnim načrtovanjem v Zavezništvu (v nadaljevanju NATO). Republika Slovenija se je v procesu približevanja članstvu v NATO obvezala, da bo svoje obrambno načrtovanje prilagodila NATO sistemu obrambnega načrtovanja. NATO sicer nima točno predpisanega sistema obrambnega načrtovanja v celoti, ampak samo v določeni meri v okviru srednjeročnega načrtovanja. Kot se razlikujejo sami modeli obrambnega načrtovanja med državami, se razlikuje tudi obdobje, ki ga zajema. Kratkoročno obrambno načrtovanje zajema obdobje enega ali dveh let, srednjeročno obrambno načrtovanje obdobje šestih let, dolgoročno obrambno načrtovanje pa obdobje deset ali več let. Obrambno načrtovanje obsega sedem (7) disciplin, in sicer: načrtovanje virov, načrtovanje sil, načrtovanje oborožitve, načrtovanje logistike, nuklearno načrtovanje (Republika Slovenija tega načrtovanja ne izvaja), C3I načrtovanje in načrtovanje civilnega kriznega upravljanja. V diplomskem delu se bomo osredotočili na proces obrambnega načrtovanja, ki poteka v Ministrstvu za obrambo Republike Slovenije (v nadaljevanju MORS), predvsem odločanju na področju načrtovanja virov za srednjeročno obdobje.
Problemi so aplikacije, kot odločitveni model za pomoč v procesu obrambnega načrtovanja, predvsem gre tu za načrtovanje virov v procesu Srednjeročnega obrambnega načrtovanja. V začetku smo načrtovanje virov izvajali s pomočjo aplikacije DRMM (Defence Resource Management Model), katerega uporablja tudi ameriško obrambno ministrstvo. Omenjeni model se je izkazal kot preobširen za naše razmere, saj zaradi sprememb, ki se pojavljajo v fazi samega načrtovanja (spreminjanje odločitev, zmanjševanje finančnih virov, …) aplikacija ne omogoča posredovanja želenih rezultatov v kratkem času. V nadaljevanju smo načrtovanje virov izvajali z MS EXCEL, ki pa ravno tako iz takih ali drugačnih razlogov povsem ne ustreza. Posledica naštetega je razvoj lastne aplikacije za načrtovanje virov v okviru srednjeročnega obrambnega načrtovanja.
Rezultat diplomskega dela bo izbor najboljše in najracionalnejše aplikacije, ki bo služila kot odločitveni model za pomoč v procesu načrtovanja virov med potekom srednjeročnega obrambnega načrtovanja.

DECISION MODEL TO ASSIST THE PROCESS OF DEFENSE PLANNING |

Defense planning is a complex process that takes place in national contexts, as well as in connection with the defense planning in the Alliance (hereinafter referred to as NATO). Slovenia is in the process of approximation of the membership in NATO committed itself to adapt its defense planning system of NATO's defense planning. NATO, while not exactly a prescribed system of defense planning in its entirety, but only to a certain extent, in the context of the medium-term planning. As the different models of self-defense planning between countries, also vary the period covered. Short-term defense plan covers a period of one or two years, the medium-term defense planning period of six years, the long-term defense planning period of ten or more years. Defense planning the scope of the seven (7) disciplines, namely: resource planning, the design forces, armaments planning, logistics planning, nuclear planning (the Republic of Slovenia, this design is not implemented), C3I planning and design of civil crisis management. His diploma work, we focus on the process of defense planning, which takes place in the Ministry of Defense of the Republic of Slovenia (hereinafter MORS), especially considering the field of resource planning for the medium term.
The problems are applications such as decision model to aid in the process of defense planning; in particular, this is a resource planning process in the medium-term defense planning. In the beginning we have implemented resource planning through application DRMM (Defense Resource Management Model), which also apply to the U.S. Defense Department. That model has proved to be too big for our situation, as a result of changes that occur in the planning stage itself (change the decision, the reduction of financial resources ...) the application does not allow the transmission of desired results in a short period of time. Here we have implemented resource planning with MS EXCEL, but also from those or other reasons not entirely appropriate. The result above is developing their own applications for resource planning in the context of the medium-term defense planning.
The result of graduate work will be the selection of the best and streamlined applications that will serve as a decision model to assist in the planning of resources during the course of the medium-term defense planning.
