Abstract

Dosedanje sektorsko upravljanje voda je bilo pomanjkljivo, saj v pokrajino ni prinašalo celostnih rešitev. Geografska stroka ni bila vključena v upravljanje vodnih virov in si tudi ni izborila mesta v interdisciplinarnem izobraževanju upravljavcev voda. Glede na to, da je potrebno do leta 2015 v državah članicah Evropske unije doseči dobro stanje vseh površinskih in podzemnih voda, se kaže priložnost za vključitev geografije v celostno upravljanje vodnih virov. Za upravljanje vodnih virov je zaradi specifičnosti in različnosti slovenskih pokrajin potreben poglobljen prostorski vidik, ki ga lahko zaradi večplastnega in celostnega proučevanja nudi geografija. V ta namen je bil z disertacijo razvit model geografskega pristopa celostnega načrtovanja upravljanja porečij in prikazan na primeru porečja Sotle. Raziskava vsebuje seznanitev z obstoječimi trajnostnimi pristopi upravljanja vodnih virov, proučitev izhodiščnega okoljskega stanje porečja Sotle z integralnim geografskim modelom proučevanja okolja in okoljskih sestavin ter z GIS orodjem, proučitev pravnih podlag za načrtovanje in izvajanje ukrepov upravljanja porečij, opredelitev ciljev upravljanja porečij, oblikovanje in prostorska opredelitev programa ukrepov upravljanja porečja Sotle ter določitev kvantitativnih kazalcev doseganja okoljskih ciljev, opredelitev predlogov za uporabo geografskega pristopa ter opredelitev pomena geografskega pristopa pri načrtovanju upravljanja porečij. Geografski pristop celostnega načrtovanja upravljanja porečij pomeni dopolnitev trem uveljavljenim strategijam upravljanja vodnih virov in sicer Načrtu upravljanja voda, integralnemu upravljanju vodnih virov in ekoremediacijam. Tako geografski pristop v aplikaciji ne nastopa samostojno, ampak dodaja prostorski vidik, ki pomeni opredelitev ukrepov upravljanja porečij s poglavitnimi prostorskimi dejavniki, z digitalnimi podatkovnimi viri, z atributi digitalnih podatkovnih virov ter z hidrografskimi območji in občinami izvajanja ukrepov. Z geografskim pristopom se torej rešujejo okoljski problemi, ki so kvantificirani z integralnim geografskim modelom in sicer zato, da bi se lahko z ustreznimi ukrepi dosegali cilji celostnega upravljanja porečij. Pomembno vlogo pri celostnem upravljanju porečij ima lokalna skupnost oz. javnost, saj naj bi bilo delovanje vseh ljudi usklajeno z značilnostmi porečij oziroma njihovih delov.

Secondary abstract: Previous sectorial management of water bodies was deficient because of lacking integral regional solutions. Geographic sector was not included in the water resources management and also did not manage to get into the interdisciplinary education of water body managers. With regard to the fact that it is necessary to achieve a good condition of all surface water bodies and groundwater in all the European Union member states until 2015, there is an opportunity to imply geography into the integrated water resources management. Water resources management requires a deepened spatial aspect because of specificity and diversity of Slovenian regions, which can be offered by geography because of its multilayered and integral research. The model of the geographic approach of integrated river basin management planning was developed for this purpose and demonstrated on the Sotla river basin case. The research includes the introduction of existent sustainable approaches of water resources management, study of the initial environmental condition of the Sotla river basin with integral geographic model of environment and environment component research, together with GIS tools, research of legal basis for planning and executing river basin management measures, definition of the river basin management goals, formation and spatial definition of the programme of Sotla river basin management measures and determination of quantitative indexes of attaining environmental goals, definition of proposals for geographic approach application, as well as definition of the geographic approach importance in river basin management planning. Geographic approach to integrated river basin management planning represents a completion of three already implemented strategies of water resources management, namely Plan of water body management, integrated water resources management and ecoremediation. Such geographic approach does not only take an independent role in the application, but also adds a spatial aspect which represents a definition of river basin management measures with main spatial factors, with digital data resources, with digital data resource attributes and hydrographic regions and communities of measures execution. Geographic approach therefore solves environmental problems that are quantified by the integral geographic model for the sake of attaining goals of integrated river basin management through suitable measures. Local community or public plays a significant role in integrated river basin management, because every person's activity should be consistent with characteristics of the river basins or parts of them.
