Značilnosti javnih naročil v Sloveniji

Abstract

Javna naročila so v pomoč javnemu sektorju, da lažje in po konkurenčih cenah opravi kakšno javno naročilo v korist celotnemu gospodarstvu. V javna naročila je vljučen denar davkoplačevalcev, udeleženi pa so tudi ponudniki zasebnih podjetij. Skozi celotno delo diplomskega seminarja smo poskušali iz teoretičnega vidika opredeliti javna naročila, razvoj javnih naročil, značilnosti postopka javnih naročil in pregled javnih naročil za leto 2009 ter vse skupaj prikazati na primeru OŠ Pragersko. Ker so bila predmet dela diplomskega seminarja javna naročila, smo jih v teoretičnem delu predstavili. V drugem praktičnem delu pa smo želeli prikazati, katero javno naročilo je bilo izbrano na primeru OŠ Pragersko. Kdo je bil izvajalec, kdo je bil naročnik in vse podrobnosti zvezi s tem projektom. Na koncu dela diplomskega seminarja smo priložili vso dokumentacijo, ki se je nanašala na projekt izgradnje OŠ Pragersko.

Secondary abstract:	The public contracts are to assist the public sector to facilitate and at competitive prices perform any contract for the benefit of the overall economy. In the procurement is involved taxpayer´s money as well as providers of private companies. Through the whole work of the thesis we tried to identify contracts from the theoretical point of view, development contracts, features the procurement process and review of contracts for the year 2009 and everything display in the case of primary school Pragersko. Because the public contracts were the subject of the thesis, we have presented it in the theoretical part. In the second practical part we want to display which contract was selected in the case of primary school Pragersko. Who was the artist, who was the sponsor and all the details related to this project. At the end of the thesis work we have included all documentation which was related to the construction of primary school Pragersko.
