Abstract

Poplave so najštevilnejše naravne nesreče, ki prizadenejo več ljudi in povzročijo večjo škodo kot katerakoli druga naravna nesreča. So naravni dogodki našega življenja, ki so vedno obstajali in tudi vedno bodo. Magistrsko delo obravnava Spodnjo Savinjsko dolino, natančneje mestno občino Celje, ki z vidika poplavne varnosti spada med eno bolj poplavno ogroženih območij v Sloveniji. Predstavlja neupoštevanje naravnih dejavnikov pri načrtovanju prostora – širjenje urbanizacije na poplavne površine in preobširne regulacijske ukrepe. Prav na teh območjih se je v letih 1990, 1998 in 2007 izkazala največja škoda, saj so pretekla dejanja omejila prostor hudourniških rek in tako povzročila njihovo poplavljanje. Na osnovi opozorilne karte poplav in dejanske rabe prostora smo preučili poplavno ogroženost mestne občine Celje. Rezultati izdelanih kart so pokazali, da je celjska občina poplavno ogrožena prav v samem središču mesta, kjer je poseljenost največja.

Secondary title: Historical-geographical analysis of flood risk area in the Municipality of Celje through time
Secondary abstract: Floods are the most frequent natural disasters which affect more people and cause more damage than any other natural disaster. They are also natural events of our lives which always existed and always will. The Master's degree dissertation analyzes the Lower Savinja Valley, more precisely, the Celje municipality which, from the perspective of flood safety, belongs among the highest flood risk areas in Slovenia. It represents a disregard for natural factors in spatial planning – the expansion of urbanisation onto flood surfaces and an overly extensive range of regulation measures. In these very areas, in the years 1990, 1998 and 2007, the damage has proven to be the highest, as past actions limited the area of torrential rivers and thus caused them to flood. Based on the warning map for floods and actual usage of space, we studied the flood risk of the Celje municipality. The result of created maps has proven, that the Celje municipality is in flood risk in the very centre of the city, where the population is the highest.
