Abstract

V diplomskem delu smo se osredotočili na problem, s katerim se srečuje večina slovenskih organizacij, Območna služba Kranj Zavoda Republike Slovenije za zaposlovanje tudi ni nobena izjema. Osredotočili smo se na vzroke zdravstvenega absentizma in fluktuacije zaposlenih na OS Kranj ZRSZ. Velik vpliv na vzroke zdravstvenega absentizma in fluktuacije ima zadovoljstvo zaposlenih, kamor spadajo predvsem medsebojni odnosi, organizacija dela, zaupanje nadrejenih, obseg dela, motivacija in tudi možnosti za osebnostno rast in napredovanje. Nezadovoljstvo se kaže v slabšem zdravstvenem stanju zaposlenih in s tem večjim zdravstvenim absentizmom. Prvi del diplomskega dela zajema teoretični del, v katerem smo najprej predstavili Zavod Republike Slovenije za zaposlovanje; naloge Zavoda, organe Zavoda ter organizacijsko strukturo Zavoda na območju celotne Slovenije. Zajema tudi razčlenitev kadrovske funkcije, znotraj katere so podrobneje predstavljene posamezne faze kadrovanja: planiranje, pridobivanje, izbiranje, uvajanje in razvoj kadrov. Ugotavljamo, kako pomembne so vse faze kadrovanja, kako pomembna je kadrovska funkcija in povezava le-te z ostalimi funkcijami. Opozarjamo na posledice, če kadrovska služba ne opravlja svojih nalog oziroma jih opravlja neorganizirano in nestrokovno. Največji poudarek v teoretičnem delu diplomskega dela smo namenili zdravstvenemu absentizmu. V tem poglavju smo predstavili zdravstveni absentizem, zakonske podlage, stroške ter vzroke zdravstvenega absentizma. Poglobljeno smo predstavili vpliv stresa na zdravstveni absentizem, kjer smo opredelili stres, njegove posledice in tehnike za spoprijemanje z njim. Prestavili smo tudi načine za izračun zdravstvenega absentizma. V poglavju o fluktuaciji smo predstavili pojem fluktuacija, najpogostejše vzroke, vrste fluktuacije ter načine za izračun fluktuacije. V zaključnem teoretičnem delu diplomskega dela navajamo ukrepe za odpravo vzrokov zdravstvenega absentizma in fluktuacije. Empirični del zajema predstavitev strukture zaposlenih na OS Kranj ZRSZ. V nadaljevanju smo predstavili rezultate raziskave, katere cilj je bil pojasniti, kateri so najpogostejši vzroki zdravstvenega absentizma zaposlenih, kako pogosto pri sebi zaznavajo določene simptome stresa, katere situacije so za zaposlene najbolj stresne, kako se spoprijemajo s stresom na delovnem mestu, kako nadrejeni sprejemajo informacijo odsotnosti zaradi zdravstvenega absentizma in ali zaposleni razmišljajo o zamenjavi službe in kaj bi bil po njihovem mnenju glavni razlog za zamenjavo le-te. Rezultati raziskave so pokazali, da smo zaposleni na OS Kranj na delovnem mestu preobremenjeni. To lahko zmanjšamo z izboljšano organizacijo dela in s korektnimi odnosi med zaposlenimi in vodstvom. To bi posledično vplivalo na vzroke zdravstvenega absentizma in fluktuacije na OS Kranj.

Secondary abstract: In this thesis, the focus is on a problem which most Slovenian organizations are faced with, including the Regional office Kranj of the Employment service of Slovenia (OS Kranj ZRSZ). We have focused on the causes of health absenteeism and the fluctuation of the employees of OS Kranj ZRSZ. A great influence on health absenteeism and fluctuation is employee satisfaction which consists mostly of interpersonal relations, personal development options and possibilities of promotion. Dissatisfaction manifests itself in deterioration of employees' health and consequently greater health absenteeism. The first part includes the theory. Firstly, we introduced the Employment service of Slovenia, its tasks, authorities and organizational structure of the Employment service in Slovenia. Then we describe the administrative function, including separate phases of administration: planning, employing, choosing, training and developing staff. We show how important all the phases of the administrative function are, the importance of the function itself and its connection with other functions. We also warn of the consequences of unorganized and unprofessional execution of this function. The theoretical part of the thesis focuses on health absenteeism. In this chapter, we put forth the definition of health absenteeism, the legal basis, costs and causes of health absenteeism. We show the influence of stress on health absenteeism, define stress, it's consequences and techniques of dealing with it. We also show ways of calculating health absenteeism. Next we introduce the term fluctuation, its most common causes, types of fluctuation and ways of calculating it. In the last theoretical chapter, we list measures for eliminating health absenteeism and fluctuation. The empirical part includes the structure of employees of OS Kranj ZRSZ. Then we present the results of our survey, the goal of which was to explain the most common causes of health absenteeism, how often employees detect stress symptoms, which situations are the most stressful, and how they cope with stress at work place, how their superiors accept them being absent due to their health and if the employees are thinking about changing their employer and what would be the main cause for that. Results have shown that the employees of OS Kranj are experiencing too much stress at work. The level of stress can be lowered by improving the organization of work and working on good relationships between the employees and employers. This would also influence the causes of health absenteeism and fluctuation.
