Abstract
Ustava Republike Slovenije v poglavju o samoupravi določa, da prebivalci Slovenije lokalno samoupravo uresničujemo v občinah in drugih lokalnih skupnostih. V pristojnost občine spadajo lokalne zadeve, ki zadevajo samo prebivalce občine in jih te lahko urejajo samostojno. Svoje naloge občine opravljajo znotraj svojega teritorija, fizičnega prostora, ki je po svoji naravi omejena dobrina, razpolaganje z njim pa mora biti zato premišljeno in dolgoročno naravnano. Prostorsko načrtovanje je ena najpomembnejših in najzahtevnejših nalog občine, saj predstavlja temelj vsem nadaljnjim razvojnim usmeritvam in načrtom lokalne skupnosti. Z določanjem ciljev in izhodišč prostorskega razvoja, pogojev za umeščanje posegov v prostor in načrtovanjem prostorskih ureditev lokalnega pomena občina posega na vsa življenjska področja svojih prebivalcev in drugih, ki se udejstvujejo na njenem teritoriju. Zato je izrednega pomena, da občina v postopke sprejemanja občinskih prostorskih aktov, poleg strokovne, vključi tudi ostalo zainteresirano javnost in na ta način omogoči, da se pobude, skladne z razvojnimi prioritetami občine, vključijo v njene prostorske načrte. Priprava prostorskih aktov je zapleten proces, ki poteka po zakonsko predpisanih postopkih. Občina mora pri pripravi in sprejemu prostorskih aktov upoštevati temeljna načela prostorskega načrtovanja, akti, ki jih sprejme, morajo biti usklajeni z veljavnimi državnimi akti urejanja prostora. Pomemben dejavnik so tudi okoljski in naravovarstveni predpisi, ki želijo v čim večji meri omejiti škodljive vplive na okolje, ohranjati kmetijske površine in krajinsko dediščino.

In the section on self-government, the constitution of the Republic of Slovenia stipulates that the residents of Slovenia exercise local self-government in the form of municipalities and other local communities. The competencies of a municipality comprise local affairs which affect only the residents of the municipality and which may be regulated by the municipality autonomously. The municipalities perform their functions within their territory, thus the physical space, limited by nature, and whose utilization must thus be long-term and well thought over. Spatial planning is one of the most important and onerous functions of a municipality because it represents the foundation for all future developments and plans of the local community. By setting the goals and the bases of spatial planning, the conditions for developments in certain areas and the planning of spatial arrangements of local importance, the municipality shapes all aspects of living of both the residents as well as people who are active in its territory. Thus it is of vital importance that the municipality includes the rest of the public in the procedures of the adoption of municipal planning documents. In this way, it ensures that initiatives in agreement with municipal development priorities are included in the spatial plans. The drafting of spatial plans is a complicated procedure which is conducted in accordance with statutory regulations. The municipality must follow basic principles of spatial development when drafting and adopting spatial planning documents and the adopted acts must be in accordance with the current national acts of area management. Important factors are also the environmental and nature protection regulations whose purpose is to limit adverse effects as much as possible as well as to preserve agricultural land and landscape heritage. |
