Abstract
Implementacija evropskega sistema za upravljanje vlakov (ERTMS) bo imela resne posledice na vzdrževalni proces pri železniškem infrastrukturnem upravljavcu Slovenske železnice. Za obvladovanje prehoda iz današnjega vzdrževalnega procesa v režim ERTMS je potreben sistemski pristop k vzdrževanju, kjer so določeni vsi potrebni elementi, njihove relacije in zahtevane lastnosti, da zagotovijo tehnično zanesljivost in stroškovno učinkovitost železniške inteligentne infrastrukture (ŽII). Upravljanje vzdrževalnega sistema zahteva metodološke pristope za ugotavljanje upravičenosti tehničnega sistema do vzdrževalnega procesa, nadgradnje ali zamenjave. Za dosego višnje stopnje liberalizacije transportnega evropskega železniškega trga je potreben tudi proaktivni odnos lastnika in proizvajalca za hitrejšo realizacijo.

Implementation of the European Rail Traffic Management System (ERTMS) will have serious consequences on the maintenance process of the Slovenian Railways’ infrastructure. To manage the transition from the present maintenance process into the ERTMS regime, a systematic maintenance approach is required, which incorporates all the necessary elements, their relations and the necessary characteristics in order to ensure technical reliability and cost-effectiveness of the railway intelligent infrastructure (RII). Management of the maintenance system requires methodological approaches to determine eligibility of the technical system with regards to the maintenance process, upgrades or replacement. To achieve a higher degree of liberalization of the European rail transport market a proactive approach of the owner and manufacturer is essential to accomplish better performance. |
