Abstract
Ustvarjalnost in inovativnost sta pojma, ki sta tesno povezana. Organizacija, ki želi biti učinkovita in uspešna, mora biti hkrati ustvarjalna in inovativna. Ustvarjati mora boljše proizvode, iskati izvirnejše tržne poti, neprestano izboljševati tehnologijo in posodabljati proizvodnjo. Nenehne spremembe so pogoj za konkurenčnost na trgu.
Ustvarjalne ideje so jedro vsake organizacije. Ideje so priložnost za zaposlene, za organizacijo in celotno družbo. Vsakdo ima ustvarjalni potencial, vendar je potrebno večino ljudi spodbuditi, da ga izrazijo. Zato mora organizacija ustvariti takšno organizacijsko kulturo, ki bo naklonjena ustvarjanju inovacij. Od zaposlenih mora zahtevati komunikativnost, interdisciplinarno znanje, predvsem pa kakovostne medsebojne odnose, ki so podlaga za ustvarjalne rezultate, rešitve in ideje, kot produkt reševanja skupno zastavljenih izzivov.
Metode in tehnike ustvarjalnega mišljenja so odlično pomagalo pri ustvarjanju idej. Zaposlene vodijo k ustvarjanju novih zamisli in pripomorejo k razvoju ustreznejše klime v organizaciji. Obenem omogočajo reševanje težav, napovedovanje nekaterih dogodkov in procesov, zaposlene osvobajajo, bogatijo njihovo osebnost ter pomembno vplivajo na razvoj medosebnih odnosov.
Ustvarjalnost in inovativnost v javnem sektorju je prav tako pomembna kot v gospodarstvu. Pogosto je javni sektor deležen kritik glede inovativnosti, vendar se v zadnjih letih stereotip spreminja in potekajo aktivnosti v zvezi z odpravo administrativnih ovir, večja je usmerjenost k uporabnikom in izboljšuje se kakovost poslovanja. V empiričnem delu ugotavljam stanje ustvarjalnosti in inovativnosti Zavoda za kulturo, šport, turizem in mladinske dejavnosti ter na podlagi ugotovitev podam predloge za izboljšanje stanja.

Creativeness as precondition for innovativeness |

Creativity and innovativeness are closely connected concepts. Any organization that wishes to be efficient and successful has to be creative as well as innovative. It has to create better products, find more productive market paths, constantly improve the technology and modernize its production. Constant changes are crucial for competitiveness on the market.
Creative ideas present the core of any organization. Ideas are considered as a chance for the employees, the organization and society in general. Everyone has creative potential, however, the majority of people need encouragement to express it. That is why it is imperative for the organization to create such organizational culture that is inclined to create innovations. The organization should demand of its employees to be communicative and have interdisciplinary knowledge. Above all, interpersonal relations have to be on a high level because they present the basis for creative results, solutions and ideas which are a product of fulfilling the challenges together successfully.
Methods and techniques of creative thinking offer a great deal of help in creating ideas. They guide the employees to create new ideas and help develop more suitable climate in the organization. At the same time they predict some events and processes, allow problems being solved, free the employees, enrich their personality and have great influence on developing interpersonal relations.
Creativity and innovativeness are as vital in the public sector as in economy. Often the public sector is criticized due to its lack of innovativeness. However, in the last few years this stereotype had changed and activities in order to abolish the administrative barriers are taking place. The quality of services is higher and more user-oriented. In the empirical part I have analyzed the state of creativity and innovativeness at the Institute for culture, sport, tourism and youth activities and on the basis of my findings I have suggested improvements. |
